- This is a notice of intent not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS), intends to solicit, negotiate under FAR 13 and award a purchase order on a noncompetitive basis to Measurand Inc., 2111 Hanwell Road Fredericton, NB. E3C 1M7, Canada. NINDS has a requirement for two (2) ShapeHandPlus System with MRI Lead Extensions. The system includes the following: 1) data glove and arm tape made of MRI-compatible fiber optic sensor technology, 2) each glove includes 40 sensors capable of measuring flexion/extension rotation, and adduction/abduction finger, 3) glove is capable of detecting flexion/extension and adduction/abduction of the hand at the wrist. The integration of hand and are motion tracking is a feature that is unique to this specific system. The ShapeHandPlus system with MRI lead extension is manufactured solely by Measurand, Inc. Therefore no other products will satisfy agency requirements FAR 6.302-1. The Government intends to select and evaluate and award the offer that represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. The notice of intent is not a request for competitive proposals. A solicitation document will not be issued and proposals will not be requested. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to proposed contract based upon response to this notice is solely with the discretion of the Government.
