- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This requirement is a 100% small business set aside. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/ ) and uploaded onto FEDBIZOPPS. The RFQ number is N00189-08-Q-Z136. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-22 and DFARS Change Notice 20060123. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 333319 and the Small Business Standard is $6.5 Million. This is a small business set-aside competitive action. Award of this solicitation will be based on the best value to the Government. The following is required: The anticipated contract type is a firm-fixed-price for the purpose of providing preventive/emergency maintenance services, parts, and labor on Lektriever File Systems for the Naval Inventory Control Point, Mechanicsburg PA 17055-0788. Service includes two (2) scheduled preventive maintenance inspections per year in one in October and one in April for the base period of performance and for each optional period of performance; unlimited emergency calls between core hours of 0700 and 1600 (7:00AM - 4:00PM) Monday through Friday. The above described services are for the following: Contract Line Item Number CLIN 0001 for the BASE PERIOD of 1 October 2008 - 30 September 2009 for Lektriever Model and quantity (QTY). Model 100 QTY seventeen (17) each; Model 110 QTY two (2) each; Model 80 QTY twenty-three (23) each; Model LK-S80M QTY two (2) each; and Model LK-S80 QTY three (3) each. Contract Line Item Number CLIN 0002 for OPTION PERIOD 1 of 1 October 2009 - 30 September 2010 for Lektriever Model and quantity (QTY). Model 100 QTY seventeen (17) each; Model 110 QTY two (2) each; Model 80 QTY twenty-three (23) each; Model LK-S80M QTY two (2) each; and Model LK-S80 QTY three (3) each. Contract Line Item Number CLIN 0003 for OPTION PERIOD 3 of 1 October 2010 - 30 September 201 for Lektriever Model and quantity (QTY). Model 100 QTY seventeen (17) each; Model 110 QTY two (2) each; Model 80 QTY twenty-three (23) each; Model LK-S80M QTY two (2) each; and Model LK-S80 QTY three (3) each. Contract Line Item Number CLIN 0004 for OPTION PERIOD 4 of 1 October 2011 - 30 September 2012 for Lektriever Model and quantity (QTY). Model 100 QTY seventeen (17) each; Model 110 QTY two (2) each; Model 80 QTY twenty-three (23) each; Model LK-S80M QTY two (2) each; and Model LK-S80 QTY three (3) each: and Contract Line Item Number CLIN 0005 for OPTION PERIOD 5 of 1 October 20129 - 30 September 2013 for Lektriever Model and quantity (QTY). Model 100 QTY seventeen (17) each; Model 110 QTY two (2) each; Model 80 QTY twenty-three (23) each; Model LK-S80M QTY two (2) each; and Model LK-S80 QTY three (3) each. Quoters are to submit their proposed prices per line item for the base period and each option period as described above under the RFQ number N00189-08-Q-Z136. A Firm Fixed Price type contract will be issued as a result of this solicitation. Responsibility and Inspection: Unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Quoters shall include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. 252.232-7003 Electronic Submission of Payment Requests This announcement will close at 1600 on 27 August 2008. The Government may determine that an quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
