Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and NESDIS Acquisition SAP Team on behalf of DOC's International Trade Administration intends to award on a sole source bases to the University of South Carolina Research Foundation to conduct s study on the Japan Outbound Market Study of Long-Haul Travelers. The associated North American Industry Classification System Code (NAICS) is 541910 (Marketing Research and Public Opinion Polling) and business size standard is $6.5M. The Government intends to negotiate on a single source basis with the University of South Carolina Research Foundation in accordance with FAR Part 6 and FAR Part 13, current through Federal Acquisition Circular (FAC) 2005-26. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(1) as implemented by FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses from this notice may be submitted via email to Juanita Beck at juanita.beck@noaa.gov, no later than 12:00 noon August 18, 2008, Eastern Standard Time. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference: DG1350-08-RQ-0932 in your response.
