Description
This is a notice for the Mine Safety and Health Administration (MSHA). The Agency intends to award a sole source service contract to provide MSHA with statistical analysis and evaluation in the development of proposed and final health regulations addressing coal mine respirable dust. The services required are: A summary of analysis and evaluation of the statistical validity of regulatory options in the development of proposed and final rulemakings addressing coal mine respirable dust. A draft and final report consisting of data, narrative, figures, etc., explaining the analysis and evaluation of regulatory options for proposed and final rulemakings addressing coal mine respirable dust. The individual providing the service is required to have the following experience: An advanced and professional knowledge of concepts, principles, practices and modern theory in mathematical statistics and methods as they specifically apply to safety and health risks in the mining industry and comprehensive authoritative knowledge of the statistical issues involved in the Mine Safety and Health Administration's sampling, laboratory analysis, and enforcement programs. An intricate knowledge and understanding of the Mine Act, other federal safety and health laws and their attendant regulations and standards, and of the nature and quality of available data related to mine safety and health. If you have the required experience and have the ability to perform the tasks as described above please submit your experience and capabilities to the point of contact below. This notice is posted solely for information and planning purposes and does not constitute a solicitation. Responses to the RFI will not be returned. Responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. Please submit electronic responses to mengel.sarah@dol.gov by the closing date.
