- The Library of Congress is the national library of the United States. Founded in 1800, it's America's oldest publicly funded cultural institution. In that role and in accordance with it's Congressional mandate, the Library's mission is to make it's resources available and useful to the Congress and the American people and to sustain and preserve a universal collection of knowledge and creativity for future generations. The Library of Congress has millions of items in various types of media stored across the globe. Library Services must plan the operations and support services needed to pro-actively manage the enormous physical and digital inventory featuring distributed databases over a petabyte in size. Some will be creating databases that grow by petabytes each year. The Library is also moving toward consolidating access into its systems through Service Oriented Architecture (SOA) techniques. The National Audio-Visual Conservation Center (NAVCC) has been designed and built to include the above requirements. In order to obtain the greatest value from this design the next step is to architect the rest of Library Services to connect to the NAVCC to create a more integrated system and achieve greater value from the collections and more efficiency throughout the organization. Library Services (LS) at the Library of Congress is seeking consulting services in order to generate the requirements for the next generation of computer systems and workflow process in 10 divisions under LS and the library-wide born digital workflow. The goal is to seamlessly connect the NAVCC with the Library, thereby creating greater value with the collections and efficiency for the organization. These requirements documents will be generated using IEEE compliant standards for the purpose of being used to generate a request for proposal to build new systems. The departments to be evaluated are: NAVCC connectivity, American Folklife Center, the Veterans History Project, the Baseline Inventory Project, Collections, Access, and Loan & Management Division, Asian Division, Geography and Map Division, Manuscript Division, Music Division, Prints and Photographs Division, Rare Book and Special Collections Division and born digital workflow. The consultant will analyze the current state of operations of the NAVCC and ten divisions within Library Services and the born digital workflow, conduct operational and technical audits of workflows and procedures for each group, analyze stand alone cataloging databases and systems currently in place, and determine which databases and systems are adequate and which should be augmented or replaced and recommend new technology development and a future direction for Library Services. Vendor analysis will be included in the recommendations. This effort will result in IEEE compliant documentation. Proposals shall be prepared and submitted in accordance with the instructions provided in the solicitation, Request For Proposal LCLSC08R0557.
