Description
Scotts Bluff National Monument is requesting bids for the asphalt overlay of approximately 6/10 of a mile of the Saddle Rock Trail. The overlay will start at the curve below the Saddle Rock Tunnel and end at the amphitheatre near the Visitor Center. The current trail is asphalt based. The overlay will meet the following criteria: "Compacted UPM overlay"Final asphalt compaction should be 98% or greater maximum density"Final thickness 2 inches"Maintain trail width of 4 feet 6 inches (widen trail where needed)"Apply Dry Portland Cement Type I/II at the rate of 92.6 pounds per 250 linear feet before final compaction The area from the curve below the tunnel to the point designated as Scott Spring (approximately 1600 linear feet) is mostly 4 feet 6 inches wide. The trail from Scott Spring to the Visitor Center varies in width. The contractor will be responsible for all widening, backfilling and re-vegetation of the trail to widen the trail to 4 feet 6 inches. The contractor will be limited to a working area no wider than 1.5 feet either side of the existing trail. Equipment in the transportation, compaction, grading or landscaping of the overlay will be limited to 3,000 pounds gross weight and maximum outside wheel base of 5 feet. Designated staging areas will be provided in the Oversized Vehicle Parking Lot and at Scott Spring. Award of this project will be in accordance with the Small Business Competitiveness Demonstration Program (Public Law 100-656). Both large and small businesses are encouraged to submit a quote. This project is subject to the Davis-Bacon Act. The magnitude of the project is between $25,000 and $100,000. NAICS: 237310, P&S: Z299. This solicitation will be available ONLY on the Department of Interior (DOI) website at http://ideasec.nbc.gov. Bid package will be available O/A 08/22/2008 and will close 09/09/2008 at 04:30 pm MST, unless extensions are issued in an amendment.
