Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number: Q7470080032. This solicitation document and the incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-26. The National Park Service, Grand Canyon National Park, Arizona intends to award a Firm-Fixed Price contract for the following services: Contractor shall conduct aerial photography, data collection, surveying, mapping, related tasks and provide the required deliverables in accordance with the work statement. This procurement is a total set aside for Small Businesses, NAICS 541360, size standard $4.5 million. Service Contract Act (SCA) wage decision is applicable: Arizona, SCA Decision 2005-2023 Revision 9 dated May 29, 2008. QUOTATION PREPARATION INSTRUCTIONS:This solicitation requests offerors to provide pricing on two items, CLIN 0001AA and 0001AB. Offerors note: Only one of the two CLINs will be awarded; This decision will be budget-driven at the time of contract award. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of a total price for CLIN 0001AA and CLIN 0001AB: Provide all labor, materials, transportation, supervision and inspection necessary to conduct aerial photography (no later than 30 Nov 2008) and provide final deliverables (no later than 31 March 2009) in accordance with the work statement contained herein.. Offerors may further break out the prices to facilitate progress payments, if applicable. EVALUATION CRITERIA The following criteria will be considered for evaluating past performance and skills. Offerors shall submit information on recent and relevant projects which successful completion has been achieved. The information must contain references, resumes, or other documentation with enough information to allow the evaluators to determine if the required level of experience has been met. To be considered recent and relevant, the previous work experience must be of similar scope and magnitude and not older than five years preceding this announcement: 1)Must be a registered professional survey company in the state of Arizona, and Licensed for land survey work. Offeror's shall provide sufficient documentation with their proposal to verify credentials. 2)Must be able to demonstrate at least eight years' experience in prehistoric architectural landscapes in the Southwest United States. Provide references for verification with offeror's proposal. 3)Offeror shall provide a brief narrative of their experience in the following: Producing high accuracy digital models of archeological features; Ability to produce 2D planimetric digital data in AutoCAD 2006 or ArcGIS format; depth of knowledge of 3-D technology and production of information; Experience with color scanning technology with color-corrected lighting and equipment. 4)Offeror shall provide a short paragraph of their understanding of the Vanishing Treasures and the Flagstaff Area National Monuments ruins preservation programs. This will be used to evaluate offeror's overall depth of understanding for work on this project. In order to be eligible for award, contractor must provide Representations and Certifications for small business status verification. The Online "ORCA" website is desired for this verification. Contractor must be registered in Central Contractor Registration (CCR) database and must provide their DUNS number and Taxpayer ID (T.I.N.) for verification. BASIS FOR AWARD: Award will be made to the offeror possessing the technical qualifications and experience outlined in this solicitation and offering the overall best value, price and other factors considered. STATEMENT OF WORKThe proposed project is designed to fulfill the mandates of Section 110 of the National Historic Preservation Act and the objectives of the Vanishing Treasures program within NPS. The goal of the VT program is to address a 20-year backlog in preservation treatment needs for prehistoric and historic ruins at 44 National Park Service Units throughout the arid west. Wupatki National Monument is one of the NPS units identified as having needs that can be addressed through VT. In addition, the information collected will serve as a baseline for establishing cyclical monitoring for each site identifying areas of concern and establishing photo points and structural monitoring instrumentation where necessary. Also, the information will aide in the development of detailed site preservation plans identifying documentation and treatment priorities to be targeted for future projects. Finally this information will be used in existing VERP (Visitor Experience Resource Protections) protocols by park management to assess future management decisions regarding visitor use The proposed area in which this activity will capture is dense with prehistoric archeological sites that date between ca. 1050 and 1275 AD, capturing and maintaining this information is sensitive. The contractor should have worked prior work experience in southwest archeological context, and have through knowledge and understanding of current Federal, state, and tribal laws and regulations. Two scenarios. Offerors shall price both scenarios and only one will be awarded. The decision on which scenario will be awarded is budget-driven and will be made at the time of award: Approximate area will be 1 square kilometer on relatively flat landscape with at least one major wash area. 0001AA: For 1:2000 color aerial photography, 20 cm contours, modern culture mapping, digital color ortho-photo mosaic, AutoCAD 2004 files, ArcGIS shapefiles, and three sets of contact prints of a 1 km sq area around Antelope House. TOTAL COST: ________ 0001AB: For 1:6000 color aerial photography, 1 m contours, modern culture mapping, digital color ortho-photo mosaic, AutoCAD 2004 files, ArcGIS shapefiles, and three sets of contact prints of a 1 km sq area around Antelope House. TOTAL COST: ________ Note: contractor's field crew shall have one advising member that is knowledgeable of the Secretary of the Interior's Standards for Archeology and Historic Preservation. This person must accompany the crews at all times while at the site. Contractor must be able to work within federal government standards and guidelines and have the ability to meet NPS metadata standards and reporting practices. End of Statement of Work
