Description
Update 11 August 2008: The synopsis is revised as follows: The solicitation number associated with this procurement has been revised. The new solicitation number is N00039-08-R- 0039. The final solicitation will be issued on or about 28 August 2008 and contract award is estimated for late November or early December 2008. The prospective contract will have one (1) two-year base ordering period and three (3) one-year option ordering periods. It is anticipated the three attached draft Statements of Work (SOW) will be included in the RFP. These drafts include the draft SOW for the basic contract, the draft SOW for the first anticipated delivery order (SoftINC), and a draft SOW for a sample delivery order (API Fixes). In the anticipation of a RFP release on or about 28 August 2008, interested parties are provided herein, instructions to request authorization to gain access to source code and applicable supporting documents from the JTRS Information Repository (IR) website. This process could take up to 10 days. SINCGARS source code and applicable supporting documents will be provided to each authorized offeror and their sub-contractors, if applicable. In order to receive a copy of the source code and applicable documents after RFP release, offerors and their sub-contractors must be authorized to have access to the JTRS SINCGARS artifacts through the IR. 05 May 2008: The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of the Joint Program Executive Office (JPEO) for Joint Tactical Radio System (JTRS) Network Enterprise Domain (NED), intends to release Request For Proposals (RFP) number N00039-08-R-0028 for the procurement of software in-service support for the JTRS SINCGARS waveform. This requirement will provide technical support, porting support, software maintenance, upgrades, and enhancements to the completed JTRS SINCGARS v1.4 waveform software and subsequent baseline versions. This procurement, originally synopsized 03 October 2007 on the Federal Business Opportunities (FedBizOpps) website under solicitation number N00039- 08-R-0001, was suspended indefinitely via the synopsis modification dated 05 May 2008 to enable further assessment of requirements and acquisition strategy. The current synopsis reflects these updates. The Government anticipates a competitive award of a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Individual delivery/task orders will be awarded on a Cost Plus Fixed Fee (CPFF) basis for technical and porting support and on a Cost Plus Incentive Fee (CPIF) basis for maintenance, upgrades, and enhancements. The basic contract will establish minimum and maximum ordering amounts. The prospective contract will have one (1) one- year base ordering period and four (4) one-year option ordering periods. This is a full and open competition. The final solicitation will be issued without further notice in June 2008 and will be available to interested parties, along with any amendments issued, solely on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil/). A Bidders Mailing List will not be established, and hard copies of documents will not be provided. Contract award is estimated for September 2008. This procurement will require the large business offerors to submit a Small Business Subcontracting Plan demonstrating efforts to provide subcontracting opportunities for Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and Historically Underutilized Business Zone (HUBZone) Small Business and other Small Business concerns. The North American Industry Classification System (NAICS) code is 541511. The projected proposal due date/time in this synopsis is an estimate only; the actual proposal due date/time will be established in the final RFP.
