- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis with Whitney, Bradley & Brown Incorporated of Vienna Va., to procure services in support of Bureau of Personnel Millington (BUPERS), Navy Personnel Command (NPC). NPC seeks to obtain the services of a Project Director and Research Analyst to assist in developing a Workforce Analysis Tool. The contractor will be responsible for identifying and assessing alternative methodologies for defining and capturing the work performed within BUPERS Millington and NPC. Whitney, Bradley & Brown were deemed the most acceptable supplier of these services due to their familiarity with the needs of BUPERS Millington and NPC and their extensive background providing technical and consulting services. The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with Whitney, Bradley & Brown Incorporated. of Vienna Va., under the authority of FAR 6.302-1. Whitney, Bradley & Brown Incorporated, is the most appropriate known provider of these supplies. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541611. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
