- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis with Testmart of San Bruno Ca., for supplies in support of the efforts of the Naval Criminal Investigative Service. Testmart will provide several Fluke Networks devices and associated peripherals. Testmart has been deemed the most appropriate supplier of the required devices due to their technical capability within this industry. Testmart is the only known supplier of the modified version of Fluke Networks devices made available to only certain United States Government Agencies. Brand Name Requirement: This equipment has been thoroughly researched, tested and accepted by an interagency committee, which validates equipment for interoperability, functionality and mission cohesiveness. This United States Government only version is specifically modified by the manufacturer to include additional requirements and functionality only available to certain United States Government Agencies. This allows NCIS to accomplish specialized Counter Intelligence (CI) mission requirements. The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with Academy Women, under the authority of FAR 6.302-1. After an extensive review of the industry, Academy Women was found to be the most appropriate provider of these services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 334515. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
