- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the request for quote for the required item under RFQ N00189-08-T-0546. Provisions and clauses in effect through the Federal Acquisition Circular 2005-26 are incorporated. A subsequent solicitation document will not be issued. The Contract Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to procure a Firm-Fixed Price Contract on a Brand Name Only basis, the following items: (1) One, Bio-Plex 200 System (P/N: 171-000201), (2) One, Bio-Plex Manager 5.0 Standard Software which includes 5 user network licenses, and (3) Thirty, iScript One-Step RT-PCR Kit for Probes. Brand Name only is specified because U.S. Naval Medical Research Unit No.3 (NAMRU-3) collaborates with other international facilities to standardize laboratory protocols with their diagnostic procedures. In addition, the Government would incur a substantial duplication of cost to consider other than the Bio-Plex, which is not expected to be recovered through competition. Any vendor(s) who can provide the BRAND NAME ONLY equipment are encouraged to submit a quote. Delivery will be 30 Days ARO, FOB Destination to Norfolk, VA 23511. At a minimum, responsible sources shall provide the following: a price proposal on letterhead or a SF1449 which identifies the requested items, with their unit prices, extended prices, total price, prompt payment terms, remittance address, Tax I.D. #, Duns #, and Cage Code. Salient Characteristics: NAMRU-3 has a requirement for a Multi-Plex Analysis system that permits simultaneous analysis of up to 100 different bimolecular in a single micro-plate well. The micro-plate platform allows the automated analysis of 96-well plates with a throughput of more than 1,800 assay points in 30 minutes. Evaluation Factors for Award:-Technically acceptable in conformance to salient characteristics-Price Any proposal that does not provide, at a minimum, an answer to each requirement in this solicitation may be determined to be substantially incomplete and not warrant any further consideration.
