Description
The National Institute of Standards and Technology (NIST) intends to negotiate a sole source contract for software maintenance with SIRSI Corporation, 400 Dynix Dr., Provo, UT 84904-5650, under the authority of 41 U.S.C. 253 (c)(1). The NIST Research Library requires an annual software maintenance contract to support software upgrades and to work with NIST staff to ensure proper operations on a daily basis, and proper back-ups of data. Since this is a requirement for maintenance of proprietary software, only the creator and distributor, the SIRSI Corporation can support the annual maintenance of their product. This company ahs the sole ability to maintain, update, and service the system software throughout its lifecycle. Other integrated library systems vendors perform similar sole source activities for their respective systems only and do not service other vendors’ systems. There is no other vendor besides SIRSI that can service this system, which is used continually by NIST staff and researchers to access the bibliographic records of the NIST Research Library. The NIST Research Library also requires renewal support for a link resolver that is compliant with SIRSI Unicorn, and software maintenance for a SIRSI module that will enable SIRSI to provide extensive user statistics to support Research Library decisions. SIRSI offers Central Search, Article Linker and Director’s Station to meet these needs, and the NIST Research Library has invested a number of years into this software, and needs to maintain annual software maintenance on each of these packages. The sole source determination is based on the need that the existing software is proprietary and can only be obtained from SIRSI. The NIST Research Library requires maintenance to support software upgrades and to work with NIST staff to ensure proper operations on a daily basis, and proper back-ups of data. Also required is a renewal support for a link resolver that is compliant with SIRSI Unicorn, and software maintenance for a SIRSI module that will enable SIRSI to provide extensive user statistics to support Research Library decisions. The product must include the following features: 1) Must be compatible with SIRSI Unicorn; 2) Have a link resolver that is compliant with SIRSI Unicorn, and software maintenance for a SIRSI module that will enable SIRSI to provide extensive user statistics to support Research Library decisions; 3) Be a customizable interface for images, colors, test treatments, and can be adapted to complement ongoing branding efforts; 4) Have a secure interface that provides registered users with authorized access to content and services (including licensed materials), as well as the ability to personalize services provided through Unicorn; 5) Provide a space suited to highlighting events or milestones that drive library usage, promoting new titles or entire collections, or listing recommended resources and best sellers; 6) Includes a consolidated search query box to allow information seekers to find all accessible resources with one search. Additionally, to ensure more accurate search results, includes a “Did You Mean” feature that acts as a spellchecker; 7) Displays citations to magazine and journal articles, reference resources, and other content from commercial databases along with all other available library and Web resources; 8) Loads a record into Unicorn with a single command; 9) Displays results instantly for immediate use; 10) Detects duplicates with staff-selected match points for increased efficiency; 11) Includes Post Holding for informing the Online Computer Library Center (OCLC) of NIST holdings; 11) Stores, organizes, and accesses NIST library's or archive's non-book holdings; 12) Accesses and views full digital images from any place by anyone with a browser; 13) Searches media collections using full-text, plain English; and 14) Includes hyperlinks to media within OPAC bibliographic records. SIRSI Corporation appears to be uniquely qualified to fulfill this requirement. NIST intends to award a firm-fixed-price purchase order for a period of five years comprised of a base year and four one-year options. Interested parties may identify their interest; however, they must clearly and unambiguously demonstrate their ability to perform the requirement in writing, no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures may be used by the Government.
