Description
Sources Sought: The Department of Commerce, US Commercial Services (CS), Marketing and Communications Office (MCO) has become a victim of its own success. We've worked hard to promote our office as a field resource and now demand for graphics, writing, and general marketing support is greater than our capacity to fulfill them. We spend too much time on uncoordinated, tactical execution of routine tasks, with little automation or knowledge management. Given this, we are unable to devote sufficient resources to key strategic initiatives and cannot provide optimal customer service to the CS field. Everyday, the CS Marketing Office receives multiple requests for logo files, new event flyers, reports, and other design work. These requests are time consuming and never ending. Currently, MCO staff spends up to 40 percent of their workday searching for, creating, recreating, editing, reformatting, and disseminating marketing content on behalf of its internal customers. Often, we are viewed by the CS field as a bottleneck; so many CS personnel create their own marketing content rather than collaborate with MCO. The result is that MCO marketing content is underused and misused, meaning brand compliance and consistency suffer. Given the routine nature of many of these requests/tasks, a great many could and should be automated. MCO needs a digital solution that will free its staff from having to perform time-consuming, routine field/customer fulfillment tasks associated with generating and distributing marketing/brand content. This solution will empower MCO to ensure CS brand consistency, provide better customer service experiences for the CS field, and focus on more value-added activities. MCO requires a contractor to provide a digital brand management solution that 1) facilitates quick, easy, and secure access to all CS brand assets for over 2,000 authorized end users worldwide, and 2) integrates and automates the workflow associated with the development, customization, approval, and deployment of these brand assets. All responsible sources, please submit your email address, telephone number, and a short demonstration of your capability if interested in receiving a solicitation for the above requirement. This requirement will go out under FAR Part 12 should a solicitation result from this sources sought notice. Responses or questions results from this notice may be submitted via email to Annita Wimbish at Annita.L.Wimbish@noaa.gov, no later than August 21, 2008, no later than 12:00 P.M. noon Eastern Standard Time.
