Document Type: Presolicitation Notice Solicitation No.:NHLBI-PB-AR-2008-219/JNB Posted Date: Aug. 14, 2008 Response Date: Aug. 25, 2008 Classification Code: 66 - Instruments and Laboratory equipment NAICS Code: 334516 Description: Analytical Laboratory Instrument Manufacturing THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Institute of Muscoloskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to Envisiontec, Inc., 1100 Hilton St., Ferndale, MI 48220-2839, for the purchase of a Perfactory SXGA+ Standard UV System with ERM and OTO Flash Light Curing Oven. This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-26. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253(c), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-AR-2008-219/JNB. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 334516 and the associated small business size standard is 500 employees. Market research conducted by the Government has determined that Envisiontec, Inc., is the only source capable of providing this equipment which, by nature of its technology, affords the highest manufacturing resolution, and it supports a large range of manufacturing materials. In addition, the photolithography technology provides for manufacture of structures containing living cells. The unit employs DPL (digital protection technology) which affords a much greater range of excitation light wavelength, compared to a more expensive but conventional laser system. Specifications: (1) Catalog Number: UV100, Perfactory SXGA+ Standard UV 100 with ERM, Enhanced Resolution Module (ERM), Build Envelope (100 x 75 x 230 mn, ERM Voxel Size XY (35 microns), Dynamic Voxel Thickness Z (25 to 150 microns), Resolution SXGA+ (1400 x 1050), Automatic Materials Feed includes Perfactory Rapid Prototyping Software Suite, Starter Kit including 1KG of E-Shell Clear material, One year warranty covering all parts and labor, Installation, travel and accommodations, Two days on-site training, Shipping, crating and customs. (2) Catalog Number: OTO, OTO Flash Light Curing Oven. This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposals, however all responses received within (10) days after publication will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
