- PRE-SOLICITATION NOTICE ARCHITECT-ENGINEER SERVICES FOR US FISH AND WILDLIFE SERVICE 1. General Contract Information. The U.S. Fish and Wildlife Service (FWS), Mountain Prairie Region, in accordance with Public Law 92-582, Brooks Act and Federal Acquisition Regulation (FAR) Part 36, Construction and Architect-Engineer Contracts, is seeking qualified firms to provide Land Survey Services, for FWS properties located in eight sections within McCook, Miner, and Lake Counties of South Dakota. Surveys conducted under this action shall be performed by persons registered as Professional Land Surveyors in the state of South Dakota. 2. Contract Duration. The estimated duration of the contract will September 22, 2008 through December 1, 2008. 3. Contract Type and Amount. The Government intends to award a Firm Fixed Price Contract. The amount of work will not exceed $100,000.00. 4. Description of Work. Professional Land Surveying services in this contract shall be defined as the application of all available technologies for the purposes of: the location and re-location of boundaries; the construction of plats and maps; and the determinations of positions, lines, elevations, areas and volumes, corner record creation, monumentation and marking of the said tract boundaries, the search and evaluation of records, the search and evaluation of collateral evidence, field data collection and measurements, preparation of reports, field notes, sketches and CAD drawings. The FWS will consider company experience during the last three years when evaluating capability. 5. Selection Criteria. A/E firms responding to this announcement will be evaluated on the above requirements based on the following criteria that are listed in relative order of importance. a. Professional Qualifications: Firms that demonstrate qualifications of their assigned professional personnel as appropriate to the nature and size of the projects solicited will be given greater consideration. Provide the name, state(s) of registration, registration number(s), and the proposed percentage of time the Registered Land Surveyor(s) assigned to the project will spend on each phase of the survey services listed above. Quality Assurance: Submit a description of the quality control processes used by the firm and the management approach the firm would use if selected as the successful offeror. b. Specialized Experience and Technical Competence in Providing Land Surveying Services within the Public Land Survey System: Firms shall demonstrate their specialized experience and technical competence in completing Public Land Survey System surveying projects in rural or rural/urban interface areas. Resumes of key personnel shall include and Public Land Survey System surveying experience for the past three years. Include the number and location of standard, fractional, and elongated sections subdivided, miles of section boundaries surveyed, and the number of Public Land Survey System corners monumented or remonumented. Resume of key personnel shall include a listing of the course, name, sources and dates of any continuing education related to the Public Land Survey system. Firms shall attach filed survey plats as example projects which illustrate Public Land Survey System surveys and/or section subdivision performed in the last three years by key personnel. Firms should include specific information on technical competence and hardware/software capabilities necessary to provide; Global Positioning System (GPS) surveys, least square network adjustments of both GPS and conventional survey data, and providing Autodesk AutoCAD version 2004. c. Capacity: of the firm to accomplish work within the specified time. d. Past Performance: on similar work performed for other federal, state, and/or local government agencies, and private agencies with respect to control of costs (estimate versus contract amount), quality of work, and ability to meet schedules. e. Location in the General Geographic Area: of the project and knowledge of the locality of the project (provided the application of this criteria leaves an appropriate number of qualified firms), given the nature and size of the projects. Firms demonstrating knowledge of and experience working in the geographic area will be given great consideration. 6. Submission Requirements. Firms are required to submit the Standard Form (SF) 330; the solicitation number will be 601818R825. This is not a Request for Proposal (RFP). a. Architect-Engineering firms that meet the requirements described in this announcement and who wish to be considered must submit a completed SF 330, "ARCHITECT-ENGINEER QUALIFICATIONS." Required forms may be obtained from the World Wide Web at: http://www.gsa.gov/Portal/gsa/ep/formslibrary.do? b. Forms should be complete and current to within less than one year. Firms shall follow the General Instructions for the SF 330. Firms may be rejected for incomplete or missing SF 330s. Each firm identified as part of this contract, including free-lance consultants must complete a separate Part II of SF 330. Firms not complying with this requirement may be eliminated without consideration. Part II must show only the office or offices that are intended to have a key role in the contract. c. Section F. Example projects listed in this section should not be more than three years old. Do not list more than 10 projects. d. The SF 330 should not exceed 30, single-sided pages. 7. Closing Date. Mail one copy of the SF 330 and other supplemental documentation to this office no later than 4:00PM, Mountain Standard Time (MST) on August 21, 2008.
