Description
The National Cancer Institute (NCI), Office of the Associate Director, Applied Research Program, Division of Cancer Control and Population Sciences (DCCPS) intends to procure on a sole-source basis with University of Minnesota, Division of Health Management and Policy, School of Public Health; 420 Delaware St. SE, Minneapolis, Minnesota 55455-0381 for services regarding technical support for Surveillance, Epidemiology, and End Results (SEER)-Medicare Data Users. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.501. The North American Industry Classification System Code is 611310 and the business size standard is $6.5M. Period of performance: September 29, 2008 through September 28, 2009. The SEER-Medicare linked data base is a major national resource for conducting cancer-related health services research and health economics studies. Over 300 scientific articles in these areas have been produced using this resource. The complexity of the data requires that researchers interested in using these data often need technical assistance in designing their analysis. The number of requests for SEER-Medicare data and for technical assistance about SEER-Medicare continues to increase on a yearly basis. The current demand for these services exceeds the capacity of available in-house NCI staff. This contract will provide for technical support to promote high quality scientific work in this area. The contractor shall: 1.Field questions from SEER-Medicare data users not to exceed 300 hours per year. These questions can range from the validity of selected variables to methods for identifying selected services/treatments or limitations of observational data. 2.Review at least 55 requests for SEER-Medicare data 3.Review at least 55 SEER-Medicare publications for confidentiality concerns Beth Virnig, Ph.D. is an epidemiologist and an associate professor in the Division of Health Services Research and Policy at the University of Minnesota. Dr. Virnig is the co-PI and Director of Training for the Research Data Assistance Center (ResDAC) at the University of Minnesota. ResDAC is a CMS-funded initiative to provide technical assistance to investigators interested in using the Medicare and Medicaid data for research. It is the only resource available for researchers who want to learn how to use the Medicare data. As Director of Training at ResDAC, University of Minnesota, Dr. Virnig has led numerous courses on using the Medicare data and the SEER-Medicare data for research purposes. She has also fielded numerous questions from researchers on the appropriate use of Medicare claims. She is a nationally recognized expert in the use of Medicare and SEER-Medicare data for cancer-related health services research. Dr. Virnig has the unique skills needed to perform this work. There are no other investigators known to the NCI who have the depth of experience and expertise needed to complete the procurement. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM EST on August 29, 2008. All questions must be in writing and can be faxed (301) 402-4513 or emailed to Malinda Holdcraft, Contract Specialist at holdcram@exchange.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
