CONTRACTING OFFICE ADDRESS: Department of Commerce, U. S. Census Bureau, Suitland, Acquisition Division Room HQ-3J441, Washington, DC, 20233 THIS IS A NOTICE OF INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES AS THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. MAF/TIGER PARTNERSHIP SOFTWARE (MTPS) APPLICATION DEVELOPMENT, OPERATIONAL MAINTENANCE AND TECHNICAL SUPPORT SERVICES 541611 – ADMINISTRATIVE MANAGEMENT AND GENERAL MANAGEMENT CONSULTING SERVICES, with a Size Standard of $6.5M. The NAICS Code for this acquisition is 541611 – ADMINISTRATIVE MANAGEMENT AND GENERAL MANAGEMENT CONSULTING SERVICES, with a Size Standard of $6.5M. The potential contract value is $315,000.00. The US Census Bureau intends to award a sole source contract by means of Other than Full and Open Competition for the purchase of consultative management support services from the only known available source with unique capabilities. Kathleen Markey provides over 30 years of expert experience in the areas of Program Management, Operational Production and Information Technology. The contractor shall provide consultative management services in support of the US Census Bureau’s mission and strategic objectives. The task requirements shall support the continued modernization efforts of the Geographic Support System including the Master Address File/Topically Integrated Geographic Encoding and Referencing (MAF/TIGER) System which is the central program implementation point for the Geography Division. The Contractor shall provide research the status of production anomalies and exceptions. The Contractor shall formulate and recommend remediation plans to management. Provide research implementation status of action plans and report status to management. Design production summary reports based on the Geography Division business priorities. The Contractor shall also perform analysis of production report data. The Contractor shall alert management to schedule risks, production shortfalls, and production anomalies. The Contractor shall attend Geography inter-division meetings and report division status to management. The Contractor shall convey meeting results and Geography action items to management. Long distance travel is not anticipated. The place of performance will be U.S. Department of Commerce, Bureau of Census, 4600 Silver Hill Road, Washington, D.C. 20230 UNITED STATES. The period of performance shall be date of award through September 28, 2009, with two (2) one-year options. The government anticipates awarding a Time and Material type contract utilizing FAR Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: CONSULTANT – KATHLEEN MARKEY, 1117 MICHIGAN COURT, ALEXANDRIA, VA 22314 Interested parties may submit information in accordance with this announcement, which may or may not be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
