- Description
- The US Geological Survey intends to award a non-competitive purchase order to Dr. Dan Esler of Pacific WildLife Foundation, Delta, British Columbia, for research on the recovery of the harlequin duck and Barrow's goldeneye populations following the Exxon Valdez Oil Spill. This task will continue a series begun by Dr. Esler in 1995, and will add one more sampling period, for sampling results from Winter 2009. The goal is to determine when the harlquin duck population that has been impacted by the Exxon Valdez oil spill of 1989 is no longer showing injury. This project was selected by the Exxon Valdez Oil Spill Trustee Council, to assist in restoring the harlequin duck population in Prince William Sound, Alaska. Dr. Esler was contacted by the EVOS Trustee Council, through the USGS, and was requested to submit an amendment to an ongoing project to continue his data series. Dr. Esler, in concert with two USGS Principal Investigators, responded with EVOS project proposal amendment 070808A, which was approved for funding by the Trustees at a meeting on March 17, 2008. The meeting was advertised and any members of the public who wished to object to this decision were encouraged to testify. There were none. Following the Council's decision to fund Dr. Esler's proposal, a Federal Court Order was filed, naming Dr. Esler as the recipient of these funds. He is the only source known that has the specialized skills and experience required. The Government intends to award this requirement noncompetitively in accordance with Federal Acquisition Regulation (FAR) 6.302-1. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to the requirement to the Contract Specialist by e-mail (rpaprocki@usgs.gov) no later than the response date shown in the announcement.
