- THIS IS A SOLE SOURCES NOTICE. The Department of Veterans Affairs Eastern Colorado Health Care System Medical Center (VAECHS), located in Denver, Colorado intends to negotiate on a sole source basis with Teague Enterprises, 2829 Cascade Place, Davis, CA, 95618-1621, to acquire the TE-10 Smoking Machine and its accessory components. As the only research-grade smoking machine of its kind that is designed to accommodate rodent cages for use in a laboratory setting, the TE-10 Smoking Machine is the industry standard and will allow the VA to directly compare results with those of current research in the field. The TE-10 Smoking Machine is a machine consisting of two chambers, one in which smoke from mechanically "puffed" research grade cigarettes is measured, mixed, and blown out, and one that houses cages full of mice. Smoke is generated in the first chamber and blown into the second, exposing the mice to cigarette smoke for 6 hours/day, 5 days/wk, for 30 weeks, emulating the effects of smoking in heavy smoking humans. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the due date for receipt of proposals will be considered by the Government. A Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
