Description

The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division is issuing a notice of intent to negotiate a sole source procurement to perform natural resources economic modeling developments with the Gentner Consulting Group. The Gentner Consulting Groups will develop various scientific and economic measures, models and formulas required to analyze existing NMFS data relative to commercial and recreational summer flounder stock. These services are required to assist NMFS, the Atlantic States Marine Fisheries Commission (ASMFS), and the Mid-Atlantic Fishery Management Council (MAFMC) in developing and the rewriting of fishery management plan for this species over the next five years. The Gentner Consulting Group is unique qualified to provide this service as they front runners and encompass key personnel known as experts in the world of commercial fishing data and fisheries demand modeling specialties. The statutory authority for other than full and open competition is 41 USC (c) (1), Only One Responsible Source. The North American Industry Classification System (NAICS) code is 541990, with a Size Standard of 6.5M. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by Aug 20, 2008. This notice of intent is not a requirement for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
