Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number: Q7470080055. This solicitation document and the incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-26. The National Park Service, Grand Canyon National Park, Arizona intends to award a Firm-Fixed Price contract for the following: Contractor shall conduct aerial photography, geodetic surveying, photogrammetric mapping, GIS, Cartography, and 3D laser scanning of petroglyph panel and provide required deliverables in accordance with the work statement. This procurement is a total set aside for Small Businesses, NAICS 541360, size standard $4.5 million. Service Contract Act (SCA) wage decision is applicable: Arizona, SCA Decision 2005-2023 Revision 9 dated May 29, 2008. QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of a total price for CLIN 0001: Provide all labor, materials, transportation, supervision and inspection necessary to conduct aerial photography (no later than 30 Nov 2008) and provide final deliverables (no later than 31 March 2009) in accordance with the work statement contained herein..Offerors may further break out the prices to facilitate progress payments, if applicable. EVALUATION CRITERIA The following criteria will be considered for evaluating past performance and skills. Offerors shall submit information on recent and relevant projects which successful completion has been achieved. The information must contain references, resumes, or other documentation with enough information to allow the evaluators to determine if the required level of experience has been met. To be considered recent and relevant, the previous work experience must be of similar scope and magnitude and not older than five years preceding this announcement: 1)Must be a registered professional survey company in the state of Arizona, and Licensed for land survey work. Offeror's shall provide sufficient documentation with their proposal to verify credentials. 2)Must be able to demonstrate at least eight years' experience in prehistoric architectural landscapes in the Southwest United States. Provide references for verification with offeror's proposal. 3)Offeror shall provide a brief narrative of their experience in the following: Producing high accuracy digital models of archeological features; Ability to produce 2D planimetric digital data in AutoCAD 2006 or ArcGIS format; depth of knowledge of 3-D technology and production of information; Experience with color scanning technology with color-corrected lighting and equipment. 4)Offeror shall provide a short paragraph of their understanding of the Vanishing Treasures and the Flagstaff Area National Monuments ruins preservation programs. This will be used to evaluate offeror's overall depth of understanding for work on this project. In order to be eligible for award, contractor must provide Representations and Certifications for small business status verification. The Online "ORCA" website is desired for this verification. Contractor must be registered in Central Contractor Registration (CCR) database and must provide their DUNS number and Taxpayer ID (T.I.N.) for verification. BASIS FOR AWARD: Award will be made to the offeror possessing the technical qualifications and experience outlined in this solicitation and offering the overall best value, price and other factors considered. STATEMENT OF WORKThis project proposal is intended to produce a Cultural base map of the 4th Fort complex, and have a Petroglyph Panel documented by 3D Laser Scanning means at Walnut Canyon National Monument. This project will require the contractor to work with Northern Arizona University (NAU) because they will be providing the cultural information for inclusion onto the Cultural Base Map. To get to these ends, the tasks required to produce the products for the Flagstaff Area National Monuments are outlined as follows: Geodetic Surveying, Photogrammetric Mapping, GIS, Cartography, and 3D Laser Scanning of Petroglyph Panel - TASKS: 1) Walnut Canyon - 4th Fort Geodetic Surveying, Photogrammetric Mapping, GIS, and Cartography A) Research and reconnaissance of existing ADOT, USGS, and USC&GS survey control within or near the project area. Area map to be tied (horizontally) to UTM Coordinate System (NAD83 CORS96 EPOCH 2002.000) and elevations to mean sea level elevation (NAVD88, GEOID03). B) Reconnaissance, siting, and survey of secondary survey control to facilitate the establishment of photogrammetric targeting and mapping control. C) Establishing and surveying photogrammetric control points for registration of aerial photography. D) Aerial Photography: An area of approximately 1000 meters by 750 meters will have stereo aerial photographs taken for the purpose of photogrammetric topography and culture mapping. This area will include the 4th Fort area within Walnut Canyon National Monument. Stereo aerial photography will be taken at a scale of 1:2000 for topographic and culture mapping. Aerial photography will be in color. E) Topographic Mapping: Contour interval will be 20 centimeters. All topographic mapping will be produced photogrammetrically. The mapping scale will be 1:200. F) Modern Culture Mapping: This will be accomplished by photogrammetry only, so that only features visible from the aerial photography will be mapped; walkways, fences, roads, parking lots, structures, larger permanent signs, drainage features, and other facilities - within the limits of topographic mapping. 2) Walnut Canyon - 3rd Fort 3D Laser Scanning of Petroglyph Panel Project A) Reconnaissance, siting, and survey of secondary survey control to facilitate the scanning project and mapping control. B) 3D laser scanning of petroglyph panel using triangulation type laser scanner to acquire 0.2mm accuracy and resolution scan data for documentation of petroglyph panel found at the bottom of Walnut Canyon below Island Trail. Site WACA 209 (Petroglyph Panel) will have a baseline consisting of two datums which may be a combination of 1.2 cm rebar or large nails driven to resistance or PK nails set in bedrock. As noted above, each datum point will have UTM (NAD83/NAVD88) positions established by high-accuracy RTK GPS or total station. These stations will be used to facilitate the scanning and detailed mapping of site-related features and act as reference points for any future investigations or monitoring at these sites. Site 209 will be scanned using a triangulation type 3D laser scanner to collect ultra high-resolution scan data for creation of detailed documentation products. This project will include: 1) all 3D laser scan data collection; 2) surveying all scan targets in the UTM coordinate system to allow geo-referencing of point clouds; 3) point cloud georeferencing, registration, and cleaning, 4) petrglyph panel sheet showing results of scanning data (identify specific element(s) graphically) Computer Cartography 1) Production of WACA Site 209 graphic showing results of 3D laser scan. One (1)graphic. Location of panel and any associated datums will be plotted onphotogrammetric map and included in digital data.2) Digital files (AutoCAD 2006 or ArcGIS format) of the WACA Site 209 site map. 3) FGDC Metadata will be prepared for the site map.3) Walnut Canyon - Geodetic Surveying, Mapping, GIS, and Cartography - Selected 4th Fort Sites Mapping Establishing and surveying datums at sites mapped by NAU in the 4th Fort Area. Site datums and other points of registration for these sites will be established and surveyed, or surveyed where already established (NAD83/NAVD88). The field maps (and digitized data) produced by NAU for each of the sites identified below will be geo-referenced. These sites are: 4th Fort Ciff Dwelling Sites 1) WACA 102) WACA 113) WACA 2104) WACA 2115) WACA 2126) WACA 2137) WACA 2148) WACA 2159) WACA 21610) WACA 217Computer Cartography 1) Production of the 4th Fort planimetric map integrating photogrammetrically-derived topography and modern culture tied to UTM Coordinate System. One (1) map. 2) Production of aerial photographs (contact prints only) for archival use. Note that photo-enlargements are an extra charge. 3) All digitized NAU field maps from 4th Fort area (identified above) will be integrated into photogrammetric map produced for the area. 4) Production of a set of site maps of the digitized Island Trail and 4th Fort field maps, each showing one of the identified sites in detail. Each map would include (where appropriate) topography generated from the photogrammetric topographic mapping effort integrated with the field map data (if possible). Each map would show datums, and all mapped architecture and architectural elements as mapped by NAU staff. 5) Digital files (AutoCAD 2006 or ArcGIS format) of the 4th Fort photogrammetric map and site maps and Island Trail site maps. Each entity will be located on a layer which is named by the type of entity (ie. drains will be on layer "drain", drainages on layer "drainage", wall tops on layer "wall_top", etc.) If there are specific NPS requirements for naming layers, these will be made available to Western Mapping Company prior to reduction of the field data so that these can be incorporated into the digital files during production. Contractor shall provide the following deliverables no later than 30 March 2009:1) Walnut Canyon - 4th Fort Geodetic Surveying, Photogrammetric Mapping, GIS, and Cartography Deliverables will be: 1) Three sets of color stereo aerial photographs (contact prints). 2) Datums established for each site (listed above) in the 4th Fort area (where appropriate and not already established). 3) Digital color ortho-photograph of photogrammetrically mapped area of 4th Fort. 4) 2 color copies and 2 B/W copies of the 4th Fort photogrammetric map (oversize). This map will include topographic and modern culture information derived from the photogrammetric mapping. Additional copies may be requested. 2) Walnut Canyon - Site 209 3D Laser Scanning Project - Rock Art Panel Deliverables will be: 1) 2 color copies of WACA Site 209 graphic. 2) FGDC-compliant metadata will be provided for site map. 3) Walnut Canyon - Geodetic Surveying, Mapping, GIS, and Cartography - 4th Fort Deliverables will be: 1) 1 B/W or color site map of each of the listed 4th Fort sites including all map data collected by NAU integrated with any data collected by contracting Company. One copy of each map, color or B/W at a scale to be determined by the NPS and Contracted Company. Additional copies of maps available. 2) AutoCAD 2006 or ArcGIS digital, geo-referenced files of 4th Fort photogrammetric map and site maps. 3) Metadata will be provided for all maps. Note: contractor's field crew shall have one advising member that is knowledgeable of the Secretary of the Interior's Standards for Archeology and Historic Preservation. This person must accompany the crews at all times while at the site. Contractor must be able to work within federal government standards and guidelines and have the ability to meet NPS metadata standards and reporting practices. End of Statement of Work
