- The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division, (CRAD), 601 E. 12th Street, Room 1756, Kansas City, MO. Description: This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division. NOAA for National Centers for Coastal Ocean Science (NCCOS), Center for Coastal Environmental Health and Bimolecular Research (CCEHBR), located at 219 Fort Johnson Road, Charleston, South Carolina has a requirement to Test, Adjust and Balance the supply air systems, all pressure ranges, condensing units and systems, return air systems, exhaust air systems and verify temperature control systems. All work will be performed to Associated Air Balance Control (AABC) or National Environmental Balancing Bureau (NEBB) guidelines. This notice is hereby issued as WC133C-08-RQ-0975. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. Hard copies will not be available. The line item will be quoted and completed in accordance with the terms and conditions and specifications specified herein including standard commercial warranty for all work and parts. Prices quoted for contract line items shall be firm-fixed-price inclusive of all costs LINE ITEM 0001: Provide Test, Adjust and Balance Services for the Center for Coastal Environmental, Health & Biomolecular Research (CCEHBR), Charleston, South Carolina. Statement of Work: TEST, ADJUST AND BALANCE (TAB) SERVICES 1. STATEMENT OF WORK The Contractor shall furnish the personnel, material, equipment, services, and facilities (except as otherwise specified), to perform the following Statement of Work (SOW). The contractor that performs the work shall be National Environmental Balancing Bureau (NEBB) certified. 2. PURPOSE This purchase order provides NOAA with professional Test, Adjust, and Balance (TAB) services of the CCEHBR facility, Charleston, South Carolina. A recently renovated wing of the building is about 10,000 square feet with approximately one half of the renovated space as laboratory space and the balance as offices and ancillary space. The remainder of the building is approximately 32,000SF of laboratory and office space. 3. DESCRIPTION OF WORK The contractor shall provide the following services: Test and Balance: For the 42,000 SF of the CCEHBR building, the Contractor will be required to test, adjust, and balance the supply air systems, all pressure ranges, condensing units and systems, return air systems, exhaust air systems, and verify temperature control systems. Requirements include measurement and establishment of airflow quantities of the mechanical systems and recording and reporting of the results. The Contractor will work to adjust the systems to comply with the Associated Air Balance council (AABC) or NEBB guidelines. 4. DELIVERABLE ITEMS Each deliverable shall be accomplished by a transmittal memorandum identifying the submission and describing the materials being provided. A copy of the memorandum shall be sent to the Contracting Officer and Contracting Officer Representative (COR). The Contractor shall deliver items in accordance with the following schedule: Final TAB report: The contractor shall provide 6 copies of the Final TAB Report to the COR within 30 calendar days after completion of the work and services. 5. GOVERNMENT FURNISHED MATERIAL The following items will be furnished by the government. A. A set of as built plans will be available on site B. Although a site visit is not mandatory, under no circumstances shall failure to inspect the site prior to submission of a quote, constitute grounds for a claim after contract award. To be considered, the offeror must include the name, addresses, contact person and phone number of up to three (3) companies they have performed similar work in the past two years. If any past performance references are with the U.S. Government, the offeror must list the Government agency, address, contract number, contact person and phone number. Past performance will play a major role in the award of the purchase order. Award will not be based on price alone. The offeror must have experience and be highly rated by their references. Offerors are to submit the following with their price quotation: Past performance documentation described above. Copy of NEBB certification and contractor's standard commercial warranty. Vendor shall provide a statement that their firm is registered in Central Contractor Registry and On-Line Representations and Certifications as described above. The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the item listed, offeror's price proposal and the offerors ability to exhibit an understanding of the requirements included in this RFQ. The Government will award the purchase order to the contractor that represents the best value for the work. All responsible offerors may submit a response to this notice that will be considered by the agency. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
