Description
This is a competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-08-Q-80099 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-26. The NAICS Code is 561210 and the Small Business size standard is $32.5M. This announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a competitive basis. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to refurbish Cooling Tower No. 1. Statement of Work (SOW) Introduction: The state of work requires the provision of heating and air conditioning services to refurbish Cooling Tower No. 1, located in Building No. 5, Courtyard and to put it back in good working order. The exterior metal on this tower unit has lost its protective coating. The metal has rotted through in several locations due to age and usage. This problem results in loss of water and treatment. The contractor shall provide the following services to rebuild the Cooling Tower in Building No. 5: 1. Fill material and elimators must be removed; 2. Remove walls on cooling tower No. 1 and proceed with work as this unit is only accessible through this procedure; 3. Surfaces must be power cleaned with a wire brush; 4. Remove existing caulking from joints and seams; 5. Recaulk joints and seams using Vulkem one part poly urethane sealant or equivalent; 6. Apply two coats of Carbomatic Number 15 two part self priming epoxy or equivalent; 7. Replace deteriorated sections of walls with 16 gauge galvanized metal; and 8. Replace fill material and elimators. Government Points of Contact: Contracting OfficerKaren M. Site visits shall be scheduled from August 18-20, 2008 between the hours of 7:00AM ? 3:30PM. Period of Performance: Date of award through November 30, 2008. Basis of Award: An award will be made to the offeror whose offer is considered to be the best value to the Government and shall be evaluated in terms of and in order of priority: 1. Relevant past performance experience and 2. Price. Evaluation Criteria ? Relevant Past Performance: Offeror must provide definitive information with their proposal that they have successfully refurbished a similar cooling tower for a Federal agency such as the Volpe Center or for private sector companies. Offeror must demonstrate in their proposal that they have performed similar work within the last 5 years. Please provide no more than 2 pages of documentation for this criterion. Price: The Government intends to award one purchase order to the offeror with the most advantageous offer. Proposal Pricing: The Contractor shall provide pricing in accordance with the above SOW. The item is as follows: CLIN 0001 - Refurbish Cooling Tower No. 1, 1 LS $_________________. This is a request for competitive quotes. FAR 52.212-1, Instruction of Offerors-Commercial Items, is hereby incorporated by reference; Addenda are as follows: (b) Submission of offers (1) The offer must be marked with Solicitation Number DTRT57-08-Q-80099. (2) The time for receipt of offers is 12:00 PM Eastern Time on 8/26/2008. The Offeror must complete the Offeror Representations and Certifications required in FAR 52.219-1 by using the Online Representations and Certifications Application (ORCA) at the following website: http://orca.bpn.gov. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA. FAR Clause 52.212-4, Contract Terms and Conditions ? No telephone requests will be honored. When award is made a firm fixed-price purchase order is anticipated. The Government will not pay for any information received. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
