Description
The Birmingham VA medical Center Research and Development Program administers VA Research Grants which have been approved for the use of animals for research. All VA animal care and use programs are accredited by the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC, International). This station does not have an on-site animal facility for the care and feeding of research animals and must contract this service from another accredited facility in order to support approved and potential research grants. The contractor shall provide feeding / nourishment as many times a day as is the norm for that type of animal. Contractor shall provide physical housing in a constantly clean environment as would be appropriate to have such research animals in a readily usable condition twenty-four (24) hours a day. This requirement is being solicited on a sole source basis to the University of Alabama at Birmingham Animal Resource Program as they are the only facility feasible to provide this service. UAB has the only facility that is directly accessible to the VA Research investigator's laboratories. VHA HANDBOOK 1200.7 states, "Transporting animals into or through areas used by patients or visitors must be avoided whenever possible. When essential to do so, all reasonable means of minimizing health risk to patients and visitors posed by animal body fluids, waste, and aerosols need to be adopted." Unnecessary transport over longer distances would cause undue stress to research animals and violate VA Policy in regards to the care of research animals which mandates that the general health of animals is safeguarded and that undue stress is avoided, with appropriate attention paid to environmental factors such as temperature, ventilation, and humidity.
