- This notice is merely a PRE-Solicitation Notice. (A SOLICITATION for this procurement will be published HEREAFTER, in this same FedBizOpps website.) This procurement is a competitive 8(a) set-aside, meaning that each offeror must be certified, by the U. S. Small Business Administration (SBA) as an 8(a) firm. In addition, each offeror must be eligible to perform work under the size-standard associated with North American Industry Classification System (NAICS) Code 518210. The incumbent contractor is MacroSys Research and Technology, whose offices are located at Suite 312, 888 17th Street, N. W., Washington, D. C. 20006. However, the Statement of Work for this new procurement does differ substantially from the Statements of Work appearing in MacroSys’ incumbent contract documents, so the incumbent contract documents would not be of any help to offerors competing under this new procurement. MacroSys is eligible to compete under this new procurement. The information set forth in this Synopsis is ALL of the information that DOT plans to release concerning this new procurement, until DOT hereafter publishes this procurement’s Solicitation in FedBizOpps. Therefore, please HOLD YOUR QUESTIONS until after you have carefully studied the forthcoming Solicitation for this new procurement. The due date shown above is only an ESTIMATED due date for DOT’s receipt of proposals. The ACTUAL due date for proposals will be specified in the SOLICITATION hereafter published in this FedBizOpps website. The U. S. Department of Transportation (DOT) anticipates an award of one Time-and-Materials Contract from this new procurement. It is anticipated that the resulting contract will have one Base Year and four Option Years, but no task orders. A preliminary ESTIMATE is that under each contract resulting from this procurement, some or all of the following types of contractor support services MAY be rendered to DOT’s Research and Innovative Technology Administration (RITA): Database Development, Maintenance, and Support, for DOT’s “Close Calls” railroad incident reporting system; Geospatial Technology Support and Services, for the databases used for the “Close Calls” system; providing support for baseline safety culture surveys, analysis, research, and data processing, using transportation statistics; and further development and operation of the “Close Calls” reporting system; A preliminary ESTIMATE is that the following labor categories (job titles) MAY need to be provided by each 8(a) company that receives a contract from this procurement: Project Manager; Senior Rail Safety Evaluator; Rail Safety Evaluator; Senior Research Assistant; Survey Methodologist; Statistician; Data Analyst; Senior Systems Analyst; Systems Analyst; Senior Research Assistant; Research Assistant II; Senior IT Specialist; GIS Specialist; Technical Writer; and Computer Programmer. A preliminary ESTIMATE is that an aggregate total of 13,300 staffing hours, per year, MAY need to be proposed by each offeror under this procurement. It is anticipated that about 85% of the work, in all labor categories and in all years of the project, will be performed in the U. S. Department of Transportation’s (DOT’s) headquarters buildings located at 1200 New Jersey Avenue, S. E., Washington, D. C., and that about 15% of the work, in all years and in all labor categories, will be performed in other RITA-authorized office space in the Washington, D. C. metropolitan area. There is, however, a POSSIBILITY that the contract awardee(s) and DOT MIGHT be able to agree upon a set of tele-work procedures that might be used by some or all of a contract awardee’s employees. The forthcoming Solicitation will probably require that the winning offeror (i.e, the contractor) obtain DOT’s approval of the contractor’s IT Security Plan for this project, within about 30 days after the awardee’s contract is issued. IT SHALL BE THE RESPONSIBILITY OF EACH PROSPECTIVE OFFEROR TO CLOSELY AND FREQUENTLY MONITOR THIS FEDBIZOPPS WEBSITE FOR ANY AMENDED SYNOPSES THAT MIGHT HEREAFTER BE PUBLISHED REGARDING THIS PROJECT, AND TO MONITOR FEDBIZOPPS FOR THE FORTHCOMING SOLICITATION FOR THIS PROJECT, AND TO MONITOR FEDBIZOPPS FOR ANY AMENDMENTS TO THE SOLICITATION----AS SUCH PUBLICATIONS ALWAYS CONTAIN CRUCIAL INFORMATION. TELEPHONE, FAX AND E-MAIL PROPOSALS WILL NOT BE ACCEPTED. INSTEAD, EACH OFFEROR MUST SUBMIT ITS PROPOSAL IN HARD COPY FORM.
