- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS),located in Miami, FL, intends to establish a fixed-price purchase order for 28 each marine pop-up satellite tags on a sole source basis from Wildlife Computers, Inc. (WCI), Redmond, WA based the following reasons: 1) WCI and Microwave Telemetry, Inc are the only two sources that can manufacture the product needed; 2) All design documentation is proprietary of WCI or Microwave Telemetry, Inc., and could not be re-engineered in a cost effective manner by another vendor or the Government. 3) Specifications must be met to ensure compatibility of results with earlier results of the same study; 4) WCI and Microwave Telemetry, Inc. are the only suppliers that have pop-up satellite archival tags with operational protocols that ensure that even if the turtle they are put on dies, that scientists will get back the data transmitted through the ARGOS satellite system; 4) The protocols include a mechanical fail safe system that releases the tag prior to the pop-up date if the turtle sinks past 1,500 m. Also, this tag (MK-10 PAT ) has software that allows researchers to program the tag to release prior to its programmed date if the animal maintains a specified depth range for a particular time period. They also can be programmed date if the animal maintains a specified depth range for a particular time period. They also can be programmed to transmit intermittently while still attached to the turtle to provide data critical to using know-fate-mark-recapture analysis methods. Pop-Up Archival Transmitting Satellite Tags Specifications: 1. Weight 80 grams or less, excluding tether and attachment (to animal) material, and positively buoyant when released from tether. 2. Operational range in open ocean environment attached to moving animals to depths of 1000m, temperatures of 0 to +60 degrees Celsius, and placed globally. 3. Lithium battery sufficient to sample data for one year and transmit at least 10000 32 byte transmissions; tag with salt water switch and with out-of water sensor. 4. 16 Mbytes of non-volatile flash memory; detailed data are stored in archival tag and summary data are transmitted at release. 5. 12-bit analog converts to provide high-accuracy depth and temperature readings. 6. 8-bit analog to digital converter for light level and battery voltage readings. 7. Depth accuracy of 1% or better, measurable between 0-1000 m with a resolution of 0.5 m. 8. Temperature accuracy of 1% better, measurable from 0 to +60 degrees Celsius with resolution of 1.05C. 9. On-board real time clock temperature-compensated to accurately time data readings and release date. 10. Light level measured as irradiance at a wave length of 550 nm. 11. Fully controllable and upgradeable onboard software; all parameters are user-programmable. 12. Corrodible link to tether that releases the tag when either the user programmed release date is reached or the premature release criteria is met. 13. Premature release features: a) RD-1500 to sever tether at depth of approximately 1500 m. b) User programmable software to release tag from tether (via corrodible link) when tag has been at a nearly constant depth over a period of time (programmable threshold duration) and with a variance set by the user. 14. Transmission at pop-up to AGOS satellite with repetition rates of 44-64 (user programmable). 15. Seconds of frequency tables of depth distribution and temperature distribution, depth-temperature profiles, light level and locational data, and tag status data for each sampling interval specified by the user. 16. Transmission to include check sum error testing. 17. Priority transmission of detailed data corresponding to the 15 days prior to release of tag, if premature release criteria met. 18. User controllable start up of tag without computer link, once the tag has been programmed by the user. 19. User programmable depth to trigger initialization of the software for the pre-release criteria. 20. However, all responses received within 10 days after date of publication of this synopsis will be considered by the Government. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required digitization of the WATS database and proceeding as described herein; 2) Demonstrated ability to provide pop-up archival transmitting satellite tags that meet or exceed the Government's requirement as specified herein.
