Description
The Naval Research Laboratory conducts research in the fields of astronomy and astrophysics, solar-terrestrial physics and atmospheric science. Satellites, rockets and ground-based facilities are used (a) to obtain information on radiation from the sun and celestial sources, (b) to study the behavior of the ionosphere and the upper and lower atmosphere, and (c) to conduct research in support of these activities. Radio telescopes are used for astronomical observations and atmospheric sensing. Results are of importance to radio communications applicable to (a) the operation of ships and aircraft, (b) utilization of the space environment, and (c) fundamental understanding of natural radiation and geophysical phenomena. In order to carry out space science investigations, instrument systems engineering efforts are needed for satellite design, experiment design, instrument packaging, integration and payload testing. Specific issues to be addressed under this solicitation will include advanced thermal, mechanism, optical, contamination and systems engineering activities for implementation of Space Science instruments and payloads.. A detailed Statement of Work will be included in the solicitation when issued. The work shall be performed on-site at the Naval Research Laboratory (NRL), Washington, DC, and the contractor’s facility. A Cost Plus Fixed Fee type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with four one-year options. The anticipated level of effort is 33,800 hours for the base period, and 33,800 hours for each option, if exercised. The incumbent contractor is Swales and Associates, Inc., 5050 Powder Mill Rd., Beltsville, MD 20705. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and four copies of the offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. This is a full and open competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency.
