Description
The Bureau of Reclamation intends to award a sole source procurement to Critical Mention, Inc., for the purchase of a web-based TV search engine application service that allows for the monitoring and capturing of audio and video news clips. The Bureau of Reclamation requires that the application service map to the existing Vocus gateway to allow all of the Bureau of Reclamation's geographically separated Public Affairs Staff to syndicate multimedia files with press releases, which includes feeds in Media Really Simple Syndication (mRSS) file format used by news websites and weblogs. In addition, the Bureau of Reclamation requires the following features and services: (1.) A web-based TV search engine application, accessible 24x7 within 120 seconds, licensed to the end-user with the largest "real-time" broadcast content catalog available anywhere; (2.) Includes more than 500 television channels; (3.) On-the-fly integration of Nielsen's estimated audience size and publicity values for measurement and analysis; (4.) Full-motion (30 frames per second) at a bit rate of 240 kbps or higher; (5.) A "Report Builder" tool for the dynamic generation of web pages that can include over 500 segments of TV and over 24 hours of video including the aggregate sums of audience estimates, and the ability to add Consumer Generated Video from YouTube into the mentioned web reports; (6.) Self-service download tool for archiving video clips including web resolution in all video markets and broadcast quality video (DVD quality) for the major programs; and (7.) Historic Closed Caption text searches going back to January 1, 2005. Firms believing they can meet the stated Bureau of Reclamation requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet these stated requirements. This is not a request for competitive quotes and no solicitation will be issued. Requests for more information or a copy of the solicitation will not be considered affirmative responses. The Bureau of Reclamation will consider all affirmative responses received no later than August 20, 2008, by noon (12:00 p.m.) Mountain Daylight Time (MDT). If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a purchase order will be issued to Critical Mention, Inc. for these services.
