Description
The Space and Naval Warfare Systems Command in support of Naval SeaSystems Command, Program Executive Office, Littoral & Mine Warfare (PEOLMW), Maritime Surveillance Systems (MSS) Program Office PMS 485 intends toissue a sole source RFP, under the authority of 10 U.S.C. 2304 (c) (1) and FAR6.302-1, to Scientific Solutions, Incorporated of Nashua, NH for the productionof the Compact Low Frequency Active (CLFA) High Frequency Marine MammalMonitoring (HFM3) sonar systems. These sonar systems have been optimizedfor use aboard the SURveillance Towed Array Sensor System (SURTASS) ships.PMS 485 also requires field engineering and depot support for this SURTASSsubsystem. This effort will provide for the procurement of up to three (3) HFM3 sonarsystems. This contract will also provide spares, maintenance and traininghardware, and engineering services for support of all SURveillance Towed ArraySensor System (SURTASS) HFM3 systems. The HFM3 sonar is a unique andhighly specialized sonar subsystem used to protect marine mammals bydetecting and alerting our surveillance ships as to their presence in theproximity of operations. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source under theauthority of FAR 6.302. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. This notice ofintent is not a request for competitive proposals. However, all proposalsreceived within forty-five days after date of publication of this synopsis willbeconsidered by the Government. A determination by the Government not tocompete with this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement. It is anticipated this contract will be awarded in March 2009.
