Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number R1BK13080087 is issued and is Request for Proposal (RFP), 100% set-aside for ALL Small business concerns. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. The associated NAICS code is 238210 and the small business size standard is $13.0 million. Description of Work: The work includes the purchase, delivery, and installation of a public announcement system (see attached SOO) delivered/installed at the National Oceanic and Atmospheric Administration (NOAA), National Marines Fisheries Service, Gloucester, MA 01930 within 45 days ARO. Any questions shall be directed to the Contracting Officer Doug Punzel (617-565-5769) at Douglas.Punzel@gsa.gov The provision at FAR 52.212-1, Instruction to Offerors Commercial Items (June 2008)* applies to this acquisition and is incorporated by reference. (* (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.) The provision at FAR 52.212-2, Evaluation Commercial Items (Jan 1999) applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers In descending order of importance: Technical capability Past performance Quality of board cast clarity Facility Coverage Training Service call responsiveness – provide written process Warranty Cost Socioeconomic status In accordance with FAR 15.304, technical and past performance, when combined, are approximately equal to price Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). There shall be no partial deliveries or payments, as applicable. Offerors are to provide quotations for ALL items to be considered responsive. Only one award will be made in response to this solicitation. Multiple awards will not be made. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2008), with its offer and/or state the information is available at the ORCA website and/or provide a copy from the ORCA website. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2007), applies to this acquisition. Contractors SHALL be both registered and exactly match in CCR and GSA’s ITSS system to receive an award and the addresses/information must exactly match. Offerors shall provide their CAGE, TIN, and DUNS numbers. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (June 2008), applies to this acquisition. The following additional clauses are incorporated by reference to implement provisions of law or executive orders applicable to acquisitions of commercial items or components: [None] 52.237-1 -- Site Visit (Apr 1984) Offerors or quoters are required to attend and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The site visit will be scheduled for on or about 27 August 2008. In order to attend and know of the date, time, and address for the site visit, all interested offerors are required to contact the Contracting Officer to pre-register for the organized site visit. FAR 15.102 -- Oral Presentations. Oral presentations by offeror’s are requested by the Government may substitute for, or augment, written information. Oral presentations provide an opportunity for dialogue among the parties. After the site visit, the Government requires a presentation of the proposed equipment (along with descriptive literature) at either the contractor’s location (required to be in the general vicinity of Boston, MA) or can be presented at the NOAA facility. Presentations will be scheduled during the site visit. The due date for receipt of quotations/proposals is Friday, 5 September 2008 at 3:00 pm EST. Proposal shall be provided by email to Douglas.Punzel@gsa.gov. Faxed proposals will not be accepted.
