- NASA/GSFC intends to increase the maximum ordering value of the MultidisciplinaryEngineering and Technical Services (METS) Indefinite Delivery Indefinite Quantity (IDIQ)Contract (NNG05CA99C), for the Applied Engineering and Technology Directorate (AETD) from$250 million to $299,181,000. NASA/GSFC intends to purchase the services from SGT, Inc. on a sole source basis toensure continuing performance of mission-critical support currently provided through taskorders issued under the METS contract until a competitive follow-on contract can beawarded.Increasing the maximum ordering value of the METS contract will avoid unnecessaryduplication of effort as the competition for a follow-on contract (METS II) is already inprogress. SGT, Inc., as the current incumbent, is the only responsible source qualifiedto perform this requirement due to its current performance of tasks related to numerouscomplex NASA flight programs such as HST, GOES, JWST, SDO, and ST-5, which have criticalschedules that must be met. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1)Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 29, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
