- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and FAR part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The NAICS code for this procurement is 336999 and is 100% set aside for small business. The small business size standard is 500 employees. Description of requirement/Technical Specifications: The White Mountain National Forest intends to procure a two tracked machine with plow for use on Mount Washington primarily during the winter. Vehicle will be used to access accidents, transport stranded tourists, and for avalanche patrols. The following is the machine configuration necessary to accomplish the mission capability needs of the Government. Total overall height less than 8’11.5”, width less than 10’2”, no more than 21ft long. Overall payload at least 2200lbs. Motor •Fuel-Diesel •Minimum of 4 cylinders •Minimum output of 150 Horse Power •Fuel Consumption Rate @ 3GPH or less •Diesel industry standard fuel and block heaters •Exhaust pipe to expel near the top and behind the main cab doors. •Fuel Tank of 25 gal or greater Transmission •Hydrostatic Axles •Minimum of 5 axles with solid filled (non-pneumatic) boggie wheels •Ground clearance a minimum of 12.1” with skid plate protection for all equipment between the 12.1” and the height of the axle’s lowest point. Tracks •Track width a minimum of 37.5”each with a maximum machine width (with the exception of blade attachment) in operating condition of 9’6”. •Track grousers to be made of steel with perpendicular cross piece construction to the main grouser prevent lateral movement while operating across a slope. This requirement may be accomplished by removable ice caulk installation if designed for this task with enough surface area to prevent sideslip. •Aggressive replaceable ice caulks installed no more than 18” apart along the entire length of each track with an alternating inside-outside grouser format widthwise. Main Operator Cabin •Seating for a minimum of two (the operator and one passenger). •Will have ROPS •A heater and defrost system with adjustable fan speed control •High and low beam headlights, horn, revolving or flashing warning beacon, and backup alarm. •Instrumentation panel with safety and warning lights •Windshield wipers with intermittent control and self heated defrost system to prevent icing •Sliding windows on doors and rear window •Mounted fire extinguisher Additional Passenger Cab •Cab to accommodate 5 passengers (bench style) with 2 side doors that open over tracks (1 per side) with a minimum door opening width of 30” each. •Overall length a minimum of 54” with overall width a minimum of 80” with 86”or greater being optimum. •Main operator cab and Passenger cab to have rear and front sliding glass windows respectively for voice communication and an intercom system for extreme weather. •Passenger cab to have independent heater. •Cargo rack on the roof a minimum of 25 square feet bearing a payload of 500lbs Rear cargo flatbed •Overall area a minimum of 30 square feet and being a minimum of 6’ long from the back of the additional passenger cab to rear of the bed. •A load supportable fold down tailgate may represent up to 75% of the 30 square feet. •Flatbed to have removable side railings on all sides a minimum of 12” high. •Cargo flatbed to support a minimum load of 1500lbs and have load securing points to this rating. Hydraulic operated Blade •Steel construction required •A minimum of a “six way” blade motion required. •Maximum width of 10’ with wings closed and a minimum width of 9’6” with wings open (if option exists). Warranty •Industry standard warranty covering workmanship, parts, and labor from machine manufacturer and drive train coverage by power plant manufacturer. Maintenance and Sustainment •Successful bidder to provide an on the ground orientation, safety and maintenance training for Government operators and mechanics a minimum of 8 hours in length within 10 days of delivery. •Successful bidder to provide 2 sets of the provided machine’s operations, parts, maintenance, and servicing manuals •Successful bidder to have a 24 hour emergency call number for trouble shooting consulting. •Successful bidder to have a mobile fleet response program to service machine on site for emergency repairs The provision at 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition. EVALUATION FACTORS: Quotes will be evaluated on the following factors: •Degree of compliance with technical specifications (including warranty), •Availability of service centers within approximately 500 miles of Bartlett, NH, •Delivery Date, and •Price BASIS FOR AWARD: The Government shall award a contract that, as a result of all offers, is considered to be most advantageous to the Government, all factors considered. The Government will use a tradeoff process which considers both price and other factors as shown above. PACKAGE SUBMISSION: Technical information can be furnished through the use of standard promotional materials or pamphlets and/or the use of separate documents. Please address the following in your offer: 1) Manufacturer should provide all warranty information, to include any particular systems or parts warranties. 2) Specifications of machine offered, 3) List of names and locations of service centers within a 500 mile radius of Barlett, NH. 4) Price including delivery costs and estimated delivery date.
