Description
This is a combined synopsis/solicitation for commercial servicesprepared in accordance with the format in Federal Acquisition Regulations (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation, RMK0E0090056, is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. The North American Industry Classification Code is 611710, and the business size maximum is $6.5 million. All contractors conducting business with the federal government must be registered in the Central Contractor Registration (CCR) database. Potential contractors may register at www.ccr.gov. DESCRIPTION: The contractor will be required to: (1.) create customized courses that will integrate Bureau of Indian Education (BIE) frameworks, resources and curriculum. Customization will include organizational branding and the creation of folders of additional resources and activities specific to BIE curricula; (2.) create a team of online course facilitators drawn from BIE schools and American Indian Higher Education Consortium (AIHEC). Deliver training workshops (train the trainer) for 25 BIE Online Course facilitators, including preparations, materials, travel expenses. Provide followup services; (3.) Design and deliver blended professional development workshops for BIE educators and embed face-to-face introductory sessions within online, inquiry-based courses; (4.) Collaborate to establish for-credit options for BIE teachers either through AIHEC or other existing higher educational credit-granting agencies; (5.) Propose that the converted online courses will be hosted and supported by the Bureau of Indian Education. Provide assistance and collaborate with technical staff from BIE; (6.) Create and implement a formative evaluation of this pilot project through online surveys and focus groups; (7.) Collaborate on the creation of an advisory team of BIE educators to provide feedback and guidance to this pilot project; (8.) Attend and present at national and local meetings. Interested contractors are asked to submit price quotations for the following: (1.) Course Adaptation: create customized versions of six existing Teachers Domain online courses; integrate BIE frameworks, resources, and curriculum, One Job at $_____; (2.) Professional Development Activities, One Job at $_____; (3.) Administration, One Job at $______; (4.) Evaluation, One Job at $_______; (5.) Technical consulting and support, One Job at $______. It is anticipated this contract will be awarded with a base year with four one-year options for renewal. Offerors are asked to provide their rates for the base and four option years to provide this service and to respond to the Evaluation Factors delineated below. EVALUATION FACTORS: The Bureau of Indian Affairs will award a contract to the responsible contractor whose offer conforming to this announcement will be most advantageous to the government, price and other factors considered. The following evaluation factors will be used to evaluate offerors responses to the evaluation factors: (1.) Offeror is a nationally recognized producer of media-based resources to support teaching and learning for pre-college and collegiate students and teachers. Focusing on both content and methodology at all grade levels, the offeror will have extensive experience with effective standards-based teaching in classrooms across the country, targeting the subject areas of science, mathematics, reading, social studies, and foreign languages, and addressing such persistent challenges as assessment, learning disabilities, and school reform; (2.) Offeror will be an industry leader in experimenting with new and emerging technologies for educational purposes, specializing in creating original and compelling multimedia solutions for any learning situation, with demonstrated expertise in project management, content organization, navigational and graphic design, video and audio production, and programming for the Web and other interactive media. Offeror must show proven experience in technology and design solutions to present sophisticated concepts that are easy to navigate and comprehend, including different types of interactive environments from DVD-ROMS and text-based discussion forums to online commerce, database-backed dynamic sites, and rich media broadband games and learning environments; (3.) Offeror must display proven ability to create and support a digital library of rich media resources and online training courses that support standards-based teaching and learning, K-12, and features self-contained, originally produced video modules targeted to the topics commonly taught within the K-12 curriculum; (4.) Offeror must display successful experience in designing and delivering online professional development services, including the training of online facilitators and the support of online course delivery. Technical and past performance, when combined, are significantly more important than price. Price shall be considered when the offers are judged as offering technically equivalent capabilities or if a price is so high as to diminish the value of an otherwise superior quotation. Contractors are asked to submit two copies of separate price quotations and technical responses to the following address. Quotes will be submitted in writng and signed by an individual with the authority to bind their respective company.
