Description
This synopsis is for informational purpose only. The Naval Air Systems Command, Aircraft Division (NAVAIR-AD) Patuxent River, MD intends to increase the Level of Effort and issue a Sole-Source, Historically Underutilized Business Zone (HUBZone), and Firm-Fixed-Price (FFP) contract to Synesis7, located at 220 N. Alaska St., Butte, MT 59701-9212, for Technical Publication Conversion support. The contractor shall convert F/A-18 I-Level technical publications to S1000D v2.3 Xtensible markup Language (XML). The resulting S1000D v2.3 XML technical publications must be compatible with F/A-18 I-Level technical publications that have been converted to this format utilizing Metamorphose/i3 technology. Metamorphose/i3 proprietary software application developed and owned by Synesis7 that incorporates a Natural Language Processor (NLP) engine that automates the conversion to S1000D along with exceptional QA processes. The proposed contract action is for converted technical publication pages and incidental services for which the Government intends to solicit and negotiate with Synesis7 on a sole-source HUBZone basis under the authority of FAR 6.302 and 19.1306. Synesis7 is the only known responsible HUBZone source qualified to satisfy this requirement. This synopsis is not a request for competitive proposals: however, interest parties may identify their interest and technical capability by contacting the contract specialist. The North American industrial Classification System (NAICS) code for this requirement is 518210 and the Production Service Code (PSC) is 7030. The closing date for this synopsis is 31 August 2008.
