- The National Geospatial-Intelligence Agency, intends to modify the current Information Technology/Information Services (IT/IS) contract HM1571-07-C-0004, to include additional work to perform migration services and acquire the requisite hardware, software and associated materials and supplies necessary to accomplish NGA’s System Transition Project (STP) effort. Total modification value is approximately $75,000,000. The contractor is NJVC LLC, 8614 Westwood Center Drive, Vienna, VA 22182-2233. NJVC is the current provider of IT/IS support to NGA. The IT/IS contract provides a full range of information technology and information services operations and sustainment (O&S) to intelligence systems for NGA. NGA is currently identifying existing systems/entities, determining their future state and implementing those Agency decisions in preparation for the congressionally mandated Base Realignment and Closure (BRAC) move. The STP effort requires migration to be completed by February 2010. The total systems under IT/IS purview is approximately eighty-eight. This is an extremely aggressive schedule and a significant subset of the systems/entities identified fall under the IT/IS operations and sustainment purview. Given the IT/IS original equipment manufacturer expertise, schedule constraints, complexity and age of the systems involved, the mission dependency across systems and the overall magnitude of the effort, the need to have the IT/IS contractor authorized and responsible for material purchases associated with their respective STP initiatives is of key importance and will significantly reduce program execution risk to the Agency and enable NGA to meet the Congressionally directed BRAC date. A significant number of the STP systems are old and complex and fall within the legacy/heritage group that NJVC currently maintains. These are mission critical systems that have experienced numerous performance modifications without updates to the configuration management. Complete functional definitions and system design of the STP entities and their interfaces with enterprise networks are not available. In turn, this has made precise material articulation and integration of systems problematic. Complete engineering assessments will be necessary. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper and past performance data no late than 22 August 2008, National Geospatial-Intelligence Agency, Mail Stop P-093, Attn: Jonathan Mostowski, 4600 Sangamore Road, Bethesda, MD 20816-5003. Responses received by 22 August 2008 will be considered by the Government. A determination by the government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. All contractors who provide good/services to the DoD must be registered in the Central Contractor register (CCR.) Online Certifications and Representations at (ORCA), http://orce.bpn.gov, will also be required. Failure to comply with ORCA registration may make a vendor offeror ineligible for award.
