Description
THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS code for this acquisition is 518120 Data Processing, Hosting and Related Services, with a Size Standard of $23.0M. The United States Census Bureau is the primary source of basic statistics about the population and economy of the nation. These statistics are collected to assist the Congress and Executive branches of the Federal Government, state and local governments, colleges and universities, and the general public in the development and evaluation of social and economic programs. Major Census Bureau programs include periodic censuses, current surveys and programs, intercensal estimates of population and housing totals, statistical analyses, and reimbursable work. The Census Bureau’s Field Directorate is responsible for collecting data from survey or census respondents via telephone, personal visit, or by mail for current surveys and programs, special censuses, and decennial censuses. To improve the quality of our data, minimize field cost, and improve timeliness of our data collection activities, the Census Bureau’s Field Directorate seeks access to a comprehensive database of information to include technical support on applying matching logic to improve match rates that will allow the Field Directorate to contact/locate specific respondents and/or addresses. Access shall be provided for the Bureau's 12 Regional Offices, 12 Regional Census Centers, 500 Local Census Offices, and 3 Telephone Centers through a single point of entry. The objective of this requirement is to provide the Census Bureau’s Field Directorate with access to a comprehensive database of updated personal identifiable information that will be used for locating and/or contacting respondents in association with official Census Bureau surveys and censuses. This database must contain information that is updated no less frequently than monthly. In addition, access and security restrictions must be in accordance with Census Bureau policies and procedures and conform to the guidance from the Census Bureau’s Information Technology Security Office (ITSO). The database must allow searches to be performed in the following manner: 1.Searches on minimal information such as last, name, telephone numbers, address, zip code at broad (state level) or specific (county/city) geographic level. 2.The use of “wildcard” to substitute one or more alphabet or numeric search characters. 3.Information on neighbors to a specific address that includes their name, telephone number, and tenure at their address. 4.Demographic information at an address that includes household membership with ages of occupants, tenure at address, and owner/renter status. 5.Business information that includes name of building owner. Services shall be performed at the contractor site unless onsite technical support is required. The period of performance shall be one year from date of award plus three (3) one-year option years. The government anticipates awarding a Fixed Unit Price Contract using Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: First Data solutions, 6902 Pine Street, Omaha, NE 68106-2855. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
