VA National Center for PTSD: EVALUATION CRITERIAStatement of Work Request 7/29/2008 Project: Create New Version of CAPS Training DESCRIPTION OF WORK The VA National Center for PTSD currently has a training course for how to administer the Clinician Administered PTSD Scale (CAPS) available on a CDrom created on Macro Media. The current CD-ROM includes video of a CAPS interview, prompts to rate the individual items and then feedback on the outcome of the ratings. There are also downloadable written background materials. We would like to make this training available on the VA intranet at vaww.ptsd.va.gov. We have recently uploaded the CAPS to this intranet site and would like to make the training material available in a user friendly format to be used in conjunction with the assessment. Expected award will not exceed $25,000. The CAPS is the gold standard in PTSD assessment. The CAPS is a 30-item structured interview that corresponds to the DSM-IV criteria for PTSD. The CAPS can be used to make a current (past month) or lifetime diagnosis of PTSD or to assess symptoms over the past week. In addition to assessing the 17 PTSD symptoms, questions target the impact of symptoms on social and occupational functioning, improvement in symptoms, overall response validity, overall PTSD severity, and frequency and intensity of five associated symptoms (guilt over acts, survivor guilt, gaps in awareness, depersonalization, and derealization). For each item, standardized questions and probes are provided. As part of the trauma assessment (Criterion A), the Life Events Checklist is used to identify traumatic stressors experienced. The goal is to adapt the CAPS training CD into an online, interactive educational course that is more engaging than the current document and better suited to appeal to today's clinicians. The most effective online courses today take advantage of a full range of multimedia techniques including color, movement, sound, video, and engage the learner. We seek a contractor who can satisfy these stated goals. Specifically the course will be designed to instruct clinicians how to use the CAPS assessment. The course provides information on: "Symptoms of PTSD (numbing, hyperarousal, and avoidance) "How to reliably administer the CAPS to diagnose PTSD "The essential competencies for administering the CAPS "Symptoms and diagnostic status over time "How to determine severity of symptoms "Evaluation of overall severity and global improvement The course must be 508 compliant per VA regulation 6102. It must also meet technical specifications in order to be uploaded to our intranet website http://vaww.va.gov/webops. We expect that the amount of time it will take to complete the course will be approximately one hour in length and that the course will be broken into sections that will allow the user to complete the course in multiple sessions. We believe that many of the elements listed below will be necessary in order to satisfy the stated goal, but look to the contractor to specify how to best meet the goals. Possible elements include: "Audio voice-over narration "Photo images and flash-animated collages of still images to personalize and humanize the content and render it more accessible to users "Interactive exercises (e.g., on recognizing combat stress reactions) to engage the user and ensure content mastery (NOTE: no persistent cookies allowed by VA) "Inclusion of VA and NCPTSD logos The course will be tested at the Center to ensure that the module is relevant, accessible, and easy to navigate and then revised based on the Center's feedback. DELIVERABLES: Contractor will provide final revised educational materials in web-ready format. Electronic files will be supplied that can be uploaded to the NCPTSD Website and will meet all of the requirements as specified in the description of work above. SKILLS NEEDED The contractor must have expertise in creating engaging educational trainings and curricula that are web based. Understanding public information campaigns and branding preferred. Additional expertise in traditional and emerging technologies is required to insure that the course is disseminated effectively. The contractor must have experience with e-learning and web-based trainings. Experience translating science into practice preferred.
