- This market survey is for planning purposes only and does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the U.S. Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. The Product Manager Soldier Sensors and Lasers (PM-SSL), located at Ft. Belvoir, Virginia, is conducting a market survey for a Precision Laser Targeting Device (PLTD). This market survey announcement is a request for information regarding a small, lightweight, low-power, one-man portable highly accurate target location device capable of detecting, recognizing, identifying, and locating targets in day/night operations. The device must be able to operate under multiple weather conditions and scenarios, be ruggedized, environmentally sealed, be able to withstand immersion, and be powered with an internal battery source. The device must be comprised of an integrated day sight and an integrated night sight, an eye-safe Laser Range Finder (LRF), an internal SAASM (Selective Availability Anti-Spoofing Module) Global Positioning System (GPS) receiver, and a highly accurate azimuth measurement sensor. The azimuth sensor shall not be based on magnetic compass technology and shall be able to operate accurately in a hostile magnetic environment. The device shall achieve a target location error (TLE) of 12 meters Circular Error Probable (CEP) at 4 km (3 mil azimuth accuracy) (Threshold; (T)), or 4 meters CEP at 4 km (1 mil azimuth accuracy) (Objective; (O)). Potential candidate devices may range from prototypes to existing off-the-shelf solutions. The government is seeking systems that are at least TRL 7 (System Prototype demonstration in an operational environment), but will consider systems that are TRL 6 (System prototype demonstration in a relevant environment). An offeror, from a contract start in July 2009, must be able to start production deliveries in August 2010. Potential devices should be capable of meeting the following capabilities at indicated Threshold (T) and Objective (O) levels in each system area. The PLTD key performance parameters are indicated by (KPP). The KPPs must meet threshold levels. Area 1 - Operation: The device shall be capable of operations on a tripod (T). In addition, the device must be operable on a sand-bag or similar non-level position (T). It is our objective that the device shall be capable of operation as a handheld system (O). Area 2 - Power: At the Threshold (T) level, the device shall run on internal batteries, with the capability for using external power. The device shall not require the development of a new battery. The batteries used shall be standard US military batteries or readily available commercial batteries. Batteries of the size and weight of AA s and 123 are desired. One set of batteries shall be capable of operating the device for 8 to 12 hours. External power shall be available from a 12 volt to 32 volt DC source adapter/cable system through a device case power input connector. Area 3 (KPP) - Optical Sensors: The device shall be capable for day and night operations by providing selectable day or internal night vision capability. The night vision capability shall be image intensifier (T) based, or thermal/image intensifier fused (O) based. The device shall also be capable of image capture of day/night video, to include data and symbology displayed on the internal color display (see Area 12), and for which the captured image data shall also be exportable (see Area 11) (T). Area 4 Visual Augmentation: The device shall provide visual enhancement by providing an optical magnification of 7x (T), or provide variable magnification from 7x to 15x (O). Area 5 - (KPP) - Target Location Capability (T): The device should use an internal SAASM military GPS receiver in conjunction with a non-magnetic angular azimuth measurement system to produce target location data. The device shall provide capability for external backup support from an external SAASM GPS system (PLGR or DAGR) through an external data port connection. Area 6 (KPP) - Target Location Error (TLE): The device shall have a target location error of 12 meters TLE at 4 km (3 mil azimuth accuracy) (T), or 4 meters TLE at 4 km (1 mil azimuth accuracy) (O). Area 7 Laser Rangefinder Capability: The device shall incorporate a Class 1 eye-safe laser rangefinder (LRF). The LRF shall range a NATO standard tank silhouette (2.3m x 2.3m, 10% reflective at the laser wavelength) to a distance of 4 km (T) or 10 km (O) on a 7 km day. Area 8 - Environmental: The device shall meet the following environmental MIL-STD-810F based requirements. (a) High Temperatures (T): Operational 60 C (140 F); with Storage at 71 C (160 F). (b) Low Temperatures (T): Operational -40 C (-40 F); with Storage at -54 C (-65 F). (c) Low pressure at altitude (T): from Sea level to Military and Commercial aircraft pressurized altitude limits with support for HALO deliveries: Method 500.4, MIL STD 810F. (d) Humidity (T): 5% to 95%: MIL-STD-810F Method 507.4. (e) Immersion: 3 meters for 30 minutes (T): 20 meters for 2 hours (O): MIL-STD-810F Method 512.4. (f) Sand and Dust (T): Dust at 10.6 +7 g/m3 0.3 +0.2 g/ft3, Sand at 2.2 to +0.5 g/m3 (non-operational), Sand at 0.18 g/m3 (operational), Air velocities of 1.5 to 8.9 m/s (4.92 to 29.2 ft/s) for dust and 18 to 29 m/s (59 to 95 ft/s) for sand. (g) Functional Shock (T): The device shall be fully operational after undergoing a 40g functional shock over 11 msec as stated in Procedure I, MIL STD 810F for ground equipment. (h) Vibration (T): The device shall be fully operational after undergoing 30 minutes of vibration in each orthogonal axis as stated in MIL-STD 810F for general minimum integrity exposure (see MIL-STD-810F Method 514.5.) Area 9 (KPP) - Weight: The device shall have a system level weight including the internal battery and a carrying case of 13 pounds (T), or 8 pounds (O). The target weights excludes the external power adapters/cables, spare batteries, and tripod. Area 10 Range: The device shall allow the operator to recognize a standard NATO tank silhouette during day operation at 4.5 km (T). The device shall allow the operator to recognize a standard NATO tank silhouette during night operation at 2 km (T), 3 km (O). Area 11 (KPP) Data Interoperability: The device will export target location and image capture data to an external intermediated device using the NMEA 0183 protocol/format. Area 12 (KPP) Display: The device shall have an internal color display. Interested firms should respond by providing the Government the following information in addition to a discussion of their solution for PLTD: point of contact, address, telephone and fax numbers, e-mail address, CAGE code, size and business category, and a brief summary of capabilities, description of facilities, personnel, related manufacturing experience and quality programs, and existing quality and safety standards and capabilities. Information should be marked on each page if there is an information handling restriction sought by the firm. No classified information is to be provided in answer to this survey request. Sources should provide input in a primary document in PDF format limited to 20 pages. The input should provide product information that should include the ability to meet the threshold and objective capabilities described in Ares 1 12 above. Responses should provide full device descriptions, discuss the maturity of the device, the general approach for production, previous related work, over all costs (rough order of magnitude), and time-line for production. Any costs incurred by interested companies in response to this announcement will not be reimbursed.
