- This sources sought notice is published for market research purposes only to identify business concerns, especially 8(a) or small business concerns, interested and capable of providing the services as defined. The Government will not award a contract based on the responses to this notice, but wants to obtain delivery, other market information, or capabilities for planning purposes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The NESDIS manages the Department of Commerce (DOC), National Oceanic and Atmospheric Administration's (NOAA) geostationary and polar-orbiting operational environmental satellite programs. The NESDIS has a requirement for Field Engineering Support Services (FESS) to provide for sustaining engineering to design, develop, enhance, assess, analyze, and provide needed modernization and upgrades to NOAA NESDIS facilities and Radio Frequency (RF) systems infrastructure. The FESS is tasked to modify, upgrade, refresh, replace, refurbish and otherwise increase the long term performance and service life of NESDIS large steerable parabolic antenna systems, NESDIS facilities and physical plant replacement - inclusive of electrical backup power generation systems (GENSETS, UPS and distribution), HVAC with backup cooling systems, and enhancement of the respective enterprise building integrator support systems, as well as improvements to other ground equipment. The support provided shall include, but not be limited to antenna systems design and development engineering; physical building and plant infrastructure planning and engineering design; depot level maintenance of satellite ground station equipment; major systems technical refresh, improvement and/or overhaul; modification to systems and subsystems; equipment installation and integration; systems test and evaluation; systems and facilities planning, technical design (drawing development and project specifications); as well as the removal of obsolete equipment and facilities. All interested, capable and responsible sources that wish to respond to this RFI are encouraged to: (1) respond by providing documentation of your firm's specific capabilities to perform the identified services; information on similar efforts to include contract number, dollar value, performance period, point of contact information, and description of the requirement; the staffing available to support a contract of this type; a statement demonstrating your firm's understands the proposed requirements and your prior, annual business report, and (2) submit to the designated Contracting Officer. Capability statements should not exceed 10 pages and must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a) small disadvantaged business, women owned small business, etc.). This activity is not intended for integrators but rather concerns with demonstrated experience for all of the task assignment types as identified herein. Any questions regarding this announcement must be submitted in writing. No telephone inquiries will be accepted. In order to enhance potential offerors' understanding of the requirement the Government is arranging for a conference at Wallops, NOAA NESDIS Wallops CDA Station, 33699 Chincoteague Road, Wallops, Virginia 23337. The conference is scheduled for August 27, 2008. Registration is required for attendance to the Conference. Attendance at the conference is optional and will not preclude an offeror's participation in the process. The specific time and room will be provided to the registrants. The following instructions will assist you with your registration. The below instructions are mandatory for the purpose of this conference. Interested offerors are invited to attend, however, due to limited seating capacity; attendance is restricted to two (2) representatives per company. No written correspondence, literature or submissions of any type will be accepted by the team at the conference. No recording devices of any type are permitted. The Government will provide materials at the Conference. All interested offerors attending the pre-proposal conference shall submit their registration information to by 12:30 PM, local time, on August 25, 2008. All advance registrants will be notified via e-mail confirming their registration conference date time and location. Registration information is required for each attendee.
