Description
The U.S. Army Engineer District, Savannah, is seeking interested parties for immediate procurement of rental services to provide a Track Mounted Drill Rig along with a Track Mounted Support Vehicle in accordance with the attached Scope of Work (SOW). Please review the attached SOW. If your company can provide the services listed in the SOW, please respond to this "Sources Sought" notice. This is a request for “Sources Only.” The solicitation (RFQ) will be issued in electronic format only and will be posted on FedBizOpps. SCOPE OF WORK RENTAL OFF A DRILL RIG AND SUPPORT VEHICLE FOR GEOTECHNICAL INVESTIGATIONS I. OBJECTIVES: The Scope of Work (SOW) provides the description of what is required to provide a track mounted drill rig along with a track mounted support vehicle to the Savannah District Corps of Engineers. The rig and support vehicle must be suitable for traversing boggy conditions in the South Florida Everglades. This solicitation is for rental of one (1) drill rig and one (1) support vehicle without an operator to be used in Southern Florida. 2. LOCATION: The initial soil borings will be obtained at 16 locations in south central Broward County Florida, east of the city of Weston, immediately east of US 27 and immediately north of Griffin Road. 3. EQUIPMENT: The equipment furnished by the Vendor shall be in good mechanical condition and shall comply with the applicable provisions of Corps of Engineers Safety Manual; EM385-l-l (latest version) entitled Safety and Health Requirements Manual. The drill rig and support vehicle must be capable of and equipped with the following: a. The drill rig and support vehicle must be mounted on track carriers equal or similar to a Marooka 1500VD with a minimum ground clearance of 19” and a minimum track width of 26”. The ground bearing pressure shall be no more than 4.0psi loaded. The rig and support vehicle carriers must have forward and reverse gears with a forward speed of at least 4.0 mph. b. The support vehicle shall have a water tank and must be capable of hauling drilling supplies to the individual boring locations. These supplies shall include water, drill rods and drilling mud. c. The drill rig must be at least equal to or similar to a Diedrich 50 drill unit. The drill rig must be capable of coring and rotary drilling down to at least 150’. The rig shall have at least one winch for the fluted kelly, one sand-line winch and one wire-line winch. The rig shall have a 140lb auto hammer. The rig shall come with a 3L6 moyno pump or equal. The rig shall have fluted kelly with water swivel. The fluted kelly shall be adapted to attach to government furnished NWJ drill rods. The rig shall have an in-out slide base. The rig carrier shall have a front bumper winch with a minimum of 13,000lb pull capacity. The unit must have four (4) leveling jacks. d. The Government will furnish fuel for the drill rig during the rental period. e. The Government will furnish all tools and supplies for the duration of the rental period. 4. DELIVERY AND ASSEMBLY: a. The Vendor will deliver the drill rig and support vehicle to the job site (at the corner of US Hwy 27 and Southwest 36th Street, Weston Fl. 33326) and retrieve it upon completion of the project. The Government will notify the Vendor no less than one week prior to the end of the project to schedule retrieval. b. The Vendor will provide on-site instruction to the Government personnel regarding the operation of the drill rig and support vehicle prior to the Vendor leaving the site. c. Delivery date of the equipment will be determined by the government according to project details. The vendor will be made aware of this date as soon as it is determined. The vendor will have at least a two-week notice. 5. PERIOD OF WORK: Rental of the equipment is anticipated for a period of two months. The period may be extended at government expense due to weather delays or added project borings. The government will notify the Vendor one week prior to the end of the rental period to coordinate removal of the equipment. Rental shall be on a per month basis. Payment will be made for mobilization and demobilization. 6. INSPECTION OF EQUIPMENT: The Government reserves the right to inspect the equipment of the selected Vendor prior to NTP and delivery of the equipment to the site. Upon inspection, if there is some obvious reason that the equipment will not serve the intended purpose, even though the specifications have been met, the Government reserves the right to withdraw or renegotiate the contract. A re-inspection of the equipment will be made by the Government. If the equipment does not meet all requirements of this SOW at the time of re-inspection, the contract shall canceled/terminated. Equipment accepted for use under this contract must at all times, after NTP, conform fully to this SOW. However, when requested by the Vendor and approved by the Contracting Officer, equipment equal to or better than originally contracted for may be substituted for use in performance of the work. The equipment will be made available for inspection at the site or sites to be arranged by mutual agreement between the Government and the prospective Vendor. 7. PAYMENT: No payment will be made for lost time when: a. Through the fault or negligence of the Vendor, part of the necessary equipment needed at the site is not available. b. Due to shutdowns for the repair or replacement of worn-out or unserviceable equipment of the Vendor's or time lost due to reassembling.
