Description
This is a SOURCES SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. The National Institute of Standards and Technology (NIST) currently owns an Axiovert 200 and a Discovery V20 microscope, both manufactured by Carl Zeiss Microimaging, Inc. and controlled by Zeiss Axiovision software. NIST is researching two (2) new automated inverted microscopes and additional accessories to improve the automation, sensitivity and software control of the existing Carl Zeiss microscope system, thereby improving existent measurement capability. The two new microscopes must be capable of making sensitive long-term measurements of viable cells within NIST’s microfludic systems. All of these microscope systems must be capable of complete software and hardware inter-operability so as to provide continuity between competed research experiments and the experiments to be performed with the new systems. NIST is seeking vendors, other than Carl Zeiss Microimaging, Inc., who can manufacture and deliver two new automated inverted microscopes and additional accessories that can meet all of the following requirements. After results of this market research are obtained and analyzed and specifications are developed that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If 2 or more small businesses are determined to be capable of meeting the requirements set forth herein, NIST will conduct the complete procurement as a small business set-aside. Existent Zeiss microscopy systems refer to the Axiovert 200 and the Discover V20, controlled by Zeiss Axiovision software. (1) Provide instrument hardware that is compatible with and can utilize Carl Zeiss parts and accessories; (2) Provide new parts and accessories that will be backward compatible with NIST’s existent Zeiss microscopy systems and automation software; (3) Provide software that will provide full control over existent microscope parts and attachments; (4) Provide software that will allow users of the new microscopes to be able to open and process existent data, hardware configuration, and instrument setting files. Full software and file compatibility is essential to ensure continuity between the data collected over the past 2 years with data collected on the new microscope systems; (5) Fully provide a microscopy system that meets all of NIST’s operational needs without requiring additional components from third parties. This reduces the likelihood of incompatibilities between microscope systems and ensures that there will be a single responsible party to remedy the situation if (when) incompatibilities arise. Vendors must provide detailed information on their ability, experience and expertise to satisfy the above requirements. In addition, any other information considered pertinent to the requirements must be submitted to Carol A. Wood, Contract Specialist, National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Information submitted must be specific and address each of the above points. Submissions must be received by 3:00 p.m. local time on August 21, 2008. Original and e-mail submissions are acceptable. Vendors shall identify their business size as Small Business in accordance with North American Industry Classification System (NAICS) Code 334516; the Small Business Size Standard is 500 employees.
