Description
The solicitation is now ready for distribution though this website. The proposals are due by 4:30 PM, September 15, 2008. No verbal requests for information will be responded to. All interested parties must submit questions in writing to the Contracting Officer listed. A ONE-TIME only site visit will be held September 3, 2008 at 10:00 AM. All interested parties must pre-register in order to attend. Anyone not pre-registered will be asked to leave the premises. The pre-registration information is in the solicitation. The VA Medical Center, 4100 West Third Street, Dayton, OH 45428, has a requirement for VALET PARKING SERVICES for VA Beneficiaries. Solicitation number VA250-08-RP-0298 is being issued as a Request for Proposal (RFP). The Government intends to issue a firm fixed contract, with a base and 4 option renewal periods if the Government chooses to exercise the option periods. Proposals will be considered only from offerors who are regularly established in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Proposals are due by 4:30 PM, local time, September 15, 2008. This is a PERFORMANCE BASED SERVICE ACQUISITION for commercial items and is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with the policies and procedures of FAR Part 15 Contracting by Negotiation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. This electronic announcement constitutes the only pre-solicitation notice being issued. The North American Industrial Classification Standard (NAICS) code is 812930, and the small business size standard is $7 Million. This requirement is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The definition of a SDVOSB is one or more Service Disabled Veterans own 51% or more of the firm and manage and control the daily operations of the firm. The firm must be small under relevant North American Industrial Classification Standard (NAICS) code. In addition to complying with the solicitation requirements, THE FIRM MUST be registered and be verified in the following websites:http://www.vip.vetbiz.gov, http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. NOTE: CONTRACTORS MUST BE REGISTERED PRIOR TO AWARD. Offerors MUST ensure your registrations in these websites are accurate, complete and have not expired. The Contracting Officer is not responsible for the information contractors register, nor is the Contracting Officer responsible for registering the contractors. JOINT VENTURE INFORMATION FOR SDVOSB FIRMS: The Contracting Officer is not responsible for Joint Ventures. To qualify as a joint venture under the SDVOSB program, each party to the joint venture must be a small business, registered and one of the parties, the managing participant must be an SDVOSB. Further determination of whether or not the joint venture as an entity, qualifies as a small business depends on the dollar value of the proposed contract.. NO VERBAL/TELEPHONE REQUESTS FOR DOCUMENTS OR INFORMATION WILL BE RESPONDED TO. In addition, there is no guarantee that requests received via e-mail will be responded to. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offerors responsibility to register their firm in the Fedbizopps website ( www.fbo.gov ). All prospective bidders are advised that they are responsible for obtaining all bid documents and any amendments, and should re-visit the website periodically to look for updates. Award is subject to availability of funds.
