Description
The Department of the Interior, Minerals Management Service (MMS) intends to award a firm-fixed price sole source purchase order as a sponsoring Federal Agency to Chevron Energy Technology Company in accordance with FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by MMS for continued participation in the Climatology and Simulation of Eddies/Eddies Joint Industry Project (CASE/EJIP). The CASE/EJIP focuses on developing new tools and technology for reliable characterization of loop current, loop current eddies, and deepwater currents in the Gulf of Mexico and advancing the technologies developed under previous joint industry projects (JIP), Climatology and Simulation Eddies (CASE) and Eddy Joint Industry Project (EJIP). Membership in the CASE/EJIP will provide unique data that is necessary in meeting MMS physical oceanography information needs. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
