- The US Department of State Bureau for International Narcotics and Law Enforcement Office of Aviation (INL/A) intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract with McTurbine, Inc., 401 Junior Beck Drive, Corpus Christi, TX 78405-4411. INL/A has two distinct requirements for the Honeywell commercial T53-L-703 engine. The first requirement is derived from INL/A痴 Huey II retrofit program. Part of the Huey II retrofit program requires the conversion of the existing T53-L-13B or military T53-L-703 power sections to be converted to the Honeywell commercial T53-L-703 standard. The second requirement is to also convert presently installed military T53-L-13B or military T53-L-703 power sections in the UH-1H fleet to the commercial Honeywell T53-L-703 standard. The current 40+ year old military specification T53-L-13B and T53-L-703 engines require conversion / replacement due to: 筆ilitary T53-L-13B engines are no longer being manufactured and are considered obsolete 筆inimal parts and spares availability for repairs 百ubstantially increased costs for scarcely available parts / spares 畢ack of updated technical publications and procedures 肘ncreased man-hours to maintain 紐educed technical engineering support / Safety of Flight coverage 疋egraded performance not adequate for mission flight profile 百afety risk to flight crew and passengers 疋ecreased mission availability The remaining commercial T53-L-703 model engines will be maintained as OEM spare and or damage replacement engines for INL/A痴 and other federal agency helicopter fleet requirements over the next five years of operation. Honeywell is the only manufacture of commercial engines that are Original Equipment Manufacture (OEM) approved for installation on the aircraft types listed under paragraph 1 above. McTurbine Inc. is the only CONUS based Honeywell licensed conversion and overhaul facility available. For the UH-1H, installation of the commercial Honeywell T53-L-703 will remedy the issue listed above and is the only option available to keep INL/A痴 UH-1H helicopters flyable. Additionally, it will significantly reduce the current high risk of operating and maintaining the military T53-L-13B engine and standardize our entire Bell single engine helicopter fleet to one commercially supportable engine, the T53-L-703. An IDIQ contract for 65 engines and technical services will result from this action. The IDIQ contract will have a minimum ordering amount of one unit and maximum of 65 engines over a five year period of performance. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), FAR Part 6.302-1, Only One Responsible Source.
