Description
The United States Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia intends to solicit on a Sole Source basis under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Ocean Technology Systems of Santa Ana, CA for the following Commercial Off The Shelf (COTS) items: This contract will consist of initial issue provisioning of 885 masks, technical assistance for one week of training to be conducted by Government personnel for 23 Marine Corps train the trainer personnel, training support equipment consisting of classroom with data projector and practical laboratory space for the duration of the training, special tools required for maintenance of the CDFFM, technical documentation in the form of commercial operator and maintenance manuals, and technical support for the integration of the underwater communication system on the CDFFM. Dive Lab is the only authorized distributor for Kirby Morgan Dive Systems Inc., the manufacturer of the M-48 SuperMask, with the additional capabilities to train the trainer, provide additional soft pods, provide spare parts, conduct maintenance beyond the capability of the Reconnaissance and Amphibious Raids In-Service Engineering Agent (ISEA), and to verify SuperMask operation through system testing in pressurized vessels. This contract will be awarded under FAR Part 12. The North American Industry Classification (NAICS) Code is 541990. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 3:00 pm EST, 22 August 2008 to Commanding General, Marine Corps Systems Command, Attn: IWS Randall Jewett, 2200 Lester St., Quantico, VA 22134. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
