- The US Department of State Bureau for International Narcotics and Law Enforcement Office of Aviation (INL/A) is seeking sources of supply who can provide the following: TECHNICAL REQUIREMENTS FOR U.S. EMBASSY AFGHANISTAN AIRLIFT General: Since the winter of 2001 United States forces have been engaged in combat operations in Afghanistan against terrorist forces. Travel within that country is extremely hazardous due to the use of improvised explosive devices (IEDs) and ambush tactics of the anti-coalition forces. As a result the Department of State and the U.S. Embassy in Kabul identified a requirement to provide airlift for government personnel who need to travel to various locations throughout Afghanistan in order to conduct official business. This will require approximately 35,000 individual personnel movements annually to more than 40 locations, some of which do not have runways/airstrips. Scope: The Department of State needs a capability to provide secure, safe air transportation in support of Embassy programs in order to accomplish its mission in Afghanistan. To accomplish the mission, a fleet of fixed-wing aircraft, light-lift helicopters and medium/heavy-lift helicopters will be required. The aircraft will perform their missions predominately during the hours of daylight and at times during the hours of darkness (to include NVG) under both visual meteorological conditions and instrument meteorological conditions.. The concept of operations envisions the fixed-wing aircraft based at the Kabul International Airport (IAP) and the light and medium/heavy-lift helicopter fleet based at both Kabul and Kandahar airports. Fixed Wing Airlift Mission: Personnel would be transported from Kabul IAP where they would board the fixed-wing aircraft for airlift to Kandahar or other suitable/designated airfield and transfer to helicopter for movement to a field site or if a suitable airfield they would travel via the fixed-wing aircraft to that airfield. To perform this mission the Department of State will require twin engine turboprop type aircraft with a range with internal/auxiliary fuel of 1,800 to 2,000 nautical miles, cargo load of 3,000 pounds and passenger capacity of greater than 15 passengers (with equipment), a pressurized cabin or oxygen-generating system for operations above 10,000 feet Mean Sea Level (MSL), capable of taking off and landing on unpaved runways, equipped with a standard Instrument Flight Rules (IFR), day/night avionics and instrument package; equipped with limited passive defensive armor and aircraft survivability equipment, such as an integrated AAR-47/ALE-47 missile launch warning and counter-measures system, and NVG compatible cockpits. Capable sources of supply may send a synopsis of recommended aircraft solutions, rough order of magnitude pricing, availability of airframes, and any other pertinent information.
