- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ# W55RN681778402 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This requirement will be processed under Commercial Item Procedures IAW FAR Part 12. This procurement is unrestricted and all responsible sources may submit a quotation, which will be considered. The requirements in this solicitation are: Clin0001, 1ea #58642 STA Compact Coagulation Analyzer to include 2ea operator and 2ea service manuals and Clin0002, 1ea #1215 Method Validation-On Site. Mfr: Diagnostica Stago. Vendors shall comply with FAR 52.211-6 if submitting other than the Brand Name product. Salient characteristics are as follows: must have a power supply of 110 or 220 volt, Frequency: 50-60 Hz, Maximum power 1400W; size and weight: must be Bench top unit no bigger than 30 inches high, 40 inches wide and 30 inches deep, weight under 350lbs; must be able to result stats for PT or APTT in 7 minutes and be able to result stat panels including PT, APTT and Fibrinogen in 10 minutes; must have automatic test rerun for out of range tests; must have automatic sample and calibrator dilution; must have automatic QC testing that can be defined automatically according to user defined intervals; must have continuous reagent and performance monitoring so that reagent lot number, expiration date, on-board stability and usable volume are monitored continuously; must have continuous specimen access so that tests can be added at any time for any on-board specimen, including test add-on or rerun, without manual intervention; must have on-board patient data storage for 600 patients and the Graphics must be Levi-Jennings charts and calibration curves. Clause 52.211-6 (and other clauses throughout this solicitation) can be viewed by accessing website http://farsite.hill.af.mil/. Delivery, within 30 days after receipt of order, shipping shall be FOB destination to Irwin Army Community Hospital, Ft Riley, KS 66442-5037. FAR provision 52.212-1 [Instructions to Offerors Commercial] applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to awarding a contract. Evaluation Process: All proposals will be evaluated in accordance with the following criteria: Technical Capability (compliance with the requirements of FAR Clause 52.211-6 if vendor offers and Equal Product) and Price, with Technical Capability being significantly more important than Price. Vendors shall include a completed copy of FAR provision 52.212-3 with their offer. The provision can be downloaded by accessing the website listed in this solicitation. FAR clause 52.212-4 [Contract Terms and Conditions Commercial Items] applies to this acquisition to include the following addenda: Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 Electronic Submission of Payment Requests and DFARS 252.211-7003.
