- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. Headquarters, US Army Intelligence and Security Command (INSCOM), Fort Belvoir, VA intends to request a quotation and award a contract with Transformational Security, LLC for the item listed below: Item Description: Performance Handheld Spectrum Analyzers kit Manufacturer: Transformational Security LLC Part Number: TS-2724B9-FS Quantity: 1 Extended Description: oTwo (2) TS-2724B9-FS High Performance Handheld Spectrum Analyzers, 9KHZ to 20GHz with custom modifications for IF output and Fast Scan options; with Two (2) Blackbird software control modules P/N: F/U/W TS-N6841A The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(2) or 41 U.S.C. 253(c)(2) per FAR 6.302-2. This requirement is a small business set aside. The NAICS code for this action is 334515. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. INSCOM requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within five days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.
