- The United States Army Electronic Proving Ground (USAEPG) located at Fort Huachuca, Arizona, is soliciting for non-personal service in support of its assigned developmental testing mission for Command, Control, Communications, Computers, Intelligence, Sensors, and Reconnaissance (C4ISR) systems and advanced technologies. The end state objective is to provide quality, efficient, timely, and value added test services in support of the Department of Defense (DoD) acquisition process; and ensure equipment, systems, system-of-systems, and proven network performance is available to the Warfighter, decision makers and those supporting the extended Global War on Terrorism (GWOT). The non-personal services include, but are not limited to: operation and maintenance of equipment and facilities utilized by both the Government and contractor personnel in performance of the EPGs mission; provide and maintain fabrication facilities; automation support; operate motor pools; test planning and design, and test engineering and operation services; test support; reporting and execution; operation and maintenance of test instrumentation, networks, software and special purpose equipment; data collection, reduction and analysis; maintenance, accountability; research and development to support testing; modeling and simulation; database development; system development; operation and maintenance of security intrusion detection systems; preparation of technical publications; and providing administrative support services The Government contemplates the award of a cost plus award fee contract with a one year base performance period and seven one-year option performance periods for a total possible performance period of eight years. The Request for Proposal (RFP) will be issued on or about 30 September 2008, and will close on or about 15 November 2008. Actual dates will be shown on the solicitation. In addition the Draft Statement of Work, Industry Day Briefing and Attendees List, and USAEPG Command Brief for the requirement have been published on the World Wide Web White Sands Missile Range Directorate of Contracting Website (www.wsmr.army.mil/docpage/docpage.htm) and additional information will be provided through the EPG Website and Virtual Library (www.epg.army.mil). The solicitation will be issued as a paperless document via Federal Business Opportunities. (FEDBIZOPPS/www.fbo.gov). The solicitation will be issued as an unrestricted procurement, NAICS Code 541330, size standard $25 million dollars.
