- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is W912EF1680384 and is issued as a request for quotes. This requirement is set aside 100% for Small Business Concerns. The associated North American Industrial Classification System code for this procurement is 332912 with a small business size standard of 500 employees. All quotes need to be received by 26 August 2008 at the Contracting Division, Walla Walla District Corps of Engineers, 201 N. 3rd, Walla Walla, WA 99362, Attn: S. Yoder, Stephen.m.yoder@usace.army.mil. Please submit the required Representations and Certifications under FAR 52.212-3 with the quote. FOB Destination shall be Umatilla OR 97882. Line Item 0001: 375feet of 1/2inch Hydraulic Hose, Parker 451TC-8. Line Item 0002: 375feet of 3/4inch Hydraulic Hose, Parker 451TC-12. Line Item 0003: 375feet of 1-1/4inch Hydraulic Hose, Parker 721TC-20. Line Item 0004: 375feet of 1-1/2inch Hydraulic Hose, Parker 721TC-24. Line Item 0005: 20 each, 2inch Hydraulic Hose Fittings, Parker 10171-32-32C. Line Item 0006: 50feet of 2inch Hydraulic Hose, Parker 721TC-32. Line Item 0007: 20 each, 2inch SAE Flat Face Flange, Anchor Fluid Power W104-32-32-SS. Line Item 0008: 20 each, 2inch SAE Grooved Flange Kit, Anchor Fluid Power W43-32-32U-SS. STATEMENT OF WORK & TECHNICAL SPECIFICATIONS 1.0SCOPE OF WORK Furnish and deliver new hydraulic hose and hose fittings for the intake gate rehab at McNary Lock and Dam. 2.0GENERAL McNary Dam personnel will install the hydraulic hose and fittings on the intake gates. Each system consists of four (4) 75foot hoses and four (4) stainless steel hose fittings which will be custom built for each intake gate. To build the custom systems McNary Dam will use a Government owned hose crimper. The brand of hose crimper is Parker, model No. 83C-540. 2.1 All hoses and fittings, except flanges, shall be compatible with the Parker hose crimper model No. 83C-540. 2.2 The hydraulic hose (each individual size) shall be delivered on five (5) spools with 75feet on each spool. 3.0HYDRAULIC HOSE 3.1 The 1/2inch hydraulic hose shall be Parker part number 451TC-8, or approved equal. 3.1.1 The hose shall be rated for at least 3000 psi with an inside diameter of 1/2inch. 3.1.2 The hose shall have an outer covering that is intended for highly abrasive environments. 3.1.3 The hose shall meet SAE 100R17. 3.2 The 3/4inch hydraulic hose shall be Parker part number 451TC-12, or approved equal. 3.2.1 The hose shall be rated for at least 3000 psi with an inside diameter of 3/4inch. 3.2.2 The hose shall have an outer covering that is intended for highly abrasive environments. 3.2.3 The hose shall meet SAE 100R17. 3.3 The 1 1/4inch hydraulic hose shall be Parker part number 721TC-20, or approved equal. 3.3.1 The hose shall be rated for at least 3000 psi with an inside diameter of 1 1/4inch. 3.3.2 The hose shall have an outer covering that is intended for highly abrasive environments. 3.3.3 The hose shall meet SAE R12. 3.4 The 1 1/2inch hydraulic hose shall be Parker part number 721TC-24, or approved equal. 3.4.1 The hose shall be rated for at least 2500 psi with an inside diameter of 1 1/2inch. 3.4.2 The hose shall have an outer covering that is intended for highly abrasive environments. 3.4.3 The hose shall meet SAE R12. 3.5 The 2inch hydraulic hose shall be Parker part number 721TC-32, or approved equal. 3.5.1 The hose shall be rated for at least 2500 psi with an inside diameter of 2inch. 3.5.2 The hose shall have an outer covering that is intended for highly abrasive environments. 3.5.3 The hose shall meet SAE R12. 4.0 HYDRAULIC HOSE FITTINGS 4.1 The 2inch hydraulic hose fittings shall be Parker part number 10171-32-32C, or approved equal. 4.1.1 The hose fittings shall be constructed out of stainless steel. 4.1.2 The hose fittings shall have a crimp connection compatible with a Parker brand hose crimper, model No. 83C-540. 4.2 The 2inch flat face flange shall be Anchor Fluid Power part number W104-32-32-SS, or approved equal. 4.2.1 The flange shall be constructed out of stainless steel and conform to all SAE J518 code 61 standards. 4.2.2 The flange shall be threaded with NPTF pipe threads. 4.2.3 The flange shall be compatible with Parker brand 2inch hydraulic hose. 4.2.4 The flange shall be rated for at least 3000 psi. 4.3 The 2inch flange kit shall be Anchor Fluid Power part number W43-32-32U-SS, or approved equal. 4.3.1 Each kit shall included one (1) stainless steel 2inch four bolt flange, one (1) 228 O-ring, four (4) stainless steel 1/2inch 13X2.50 Socket Head Cap Screws (SHCS), and four (4) compatible stainless steel lock washers. 4.3.2 The flange shall be constructed out of stainless steel and conform to all SAE J518 code 61 standards. 4.3.3 The flange shall be threaded with NPTF pipe threads. 4.3.4 The flange shall be rated for at least 3000 psi. 4.3.5 The kit shall be compatible for use with Parker brand 2inch hydraulic hose. 4.3.6 The 228 o-ring shall have an inside diameter of 2.25inch, a thickness of 0.139inch, and a hardness of 90 Durometer. 5.0SUBMITTALS Prior to award of an approved equal, submittals shall be approved by the McNary Lock and Dam - Tech Staff. Submittals shall include a copy of manufacturers catalog cuts, specification sheets, and warranty. 6.0WARRANTY All parts shall be covered by a materials and workmanship warranty for a period of no less than one year from the date of acceptance. 7.0SHIPMENT AND DELIVERY All parts shall be delivered as soon as possible, not later than 30 September 2008. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock and Dam. Shipments are only allowed during normal business hours of Monday Thursday 7:00am to 3:30pm, no shipments shall be made accepted on Federal Holidays. Offeror must be registered on Central Contractor Registration before an award can be made to them. If offeror is not registered in CCR, you may do so by going to the CCR web site at http://www.ccr.gov. PROVISIONS AND CLAUSES: The following Provisions will apply: FAR 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors Commercial Items, FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The following clauses will apply: FAR 52.212-4, Contract Terms and Conditions Commercial Items, and in FAR 52.212-5(b), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, the referenced clauses: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33. Other applicable clauses: FAR 52.211-6, 52.252-2, DFAR 252.204-7004A, 252.212-7001. As per FAR 52:212-2 Evaluation-Commercial Items: This solicitation will be awarded based on the lowest priced, technically acceptable, and most expeditious delivery. Delivery shall be made not later than 30 September 2008.
